State of Washington Department of Ecology Page 6 of 19 <br /> Agreement No: W2RLSWFA-1719-EverPW-00023 <br /> Project Title: 2017-19 LSWFA City of Everett-Public Works IMP <br /> Recipient Name: CITY OF EVERETT-PUBLIC WORKS DEPARTMENT <br /> SCOPE OF WORK <br /> Task Number: 1 Task Cost: $68,420.00 <br /> Task Title: Residential Recycling/Waste Prevention <br /> Task Description: <br /> The RECIPIENT is aware that waste reduction and recycling(WRR)in the multi-family sector,in public spaces and at <br /> public events can be improved,and that recycling contamination rates remain high. Continued support and education/ <br /> outreach are vital to boosting WRR and dropping contamination levels,especially now with current restrictions on <br /> export under China's Blue Sky initiative. Oversight of local collection practices is also needed to ensure effective <br /> communications and services are provided,and that collected materials are handled properly. To these ends,the <br /> RECIPIENT will focus its$68,420.00 LSWFA funding,more specifically by: <br /> Activity:Increasing WRR at Multi-family Properties <br /> The RECIPIENT will track contact with and provide technical assistance for an estimated 50 multi-family property <br /> owners to encourage them to organize new WRR programs at their properties.The RECIPIENT will build upon <br /> previous multi-family and public-place-recycling work from other local municipalities and apply documented best <br /> practices to ensure the highest likelihood of success. <br /> New recycling,garbage,and compost guidelines were developed in partnership with Rubatino Refuse Removal(final <br /> in January,2018). These along with other pertinent outreach materials,multi-lingual pieces where appropriate,will be <br /> distributed to residents in multi-family properties. The RECIPIENT will note a return to the requirement for <br /> ECOLOGY review before printing promotional or other materials to be paid for by monies granted under this <br /> Agreement.The full text of this requirement can be found in Proviso#18 under the General Terms and Conditions <br /> below. <br /> Activity: Public Events Recycling, <br /> The RECIPIENT will also promote and expand its ClearStream recycle container check-out program,especially to <br /> special event coordinators.The RECIPIENT will provide technical assistance in placing and using these containers at <br /> events,requesting the coordinators track and report back the amount of material deposited in these containers as part of <br /> the check-in process.The RECIPIENT will compile and report back these data to ECOLOGY in the Progress Report <br /> accompanying the Payment Request for event expenses. <br /> Activity:Public Areas Recycling <br /> The RECIPIENT will track the number of sidewalk containers and users by working closely with the Downtown <br /> Everett Association to map containers and adjust locations to the most effective areas. The RECIPIENT will evaluate <br /> recycling increases in existing containers by comparing current and previous collection amounts,while contributions <br /> of new containers may be directly added as an increase. Numbers and types of outreach materials will be reported <br /> when staff time for marketing/outreach/educational activities is to be paid as part of this Agreement. <br /> The RECIPIENT will work with local collection providers to encourage the standardization of curbside services, <br /> Version 10/30/2015 <br />
