ORDINANCE it 71(6 `g' <br /> AN ORDINANCE creating a special fund entitled <br /> "Southwest Everett Sewer L.I.D. Preliminary Engineering <br /> Fund No. 345"; authorizing preliminary engineering <br /> for Southwest Everett sewer system improvements; <br /> and authorizing the appropriation of $150,000 for this <br /> preliminary engineering. <br /> WHEREAS, the City Council has recognized the need to improve <br /> the City of Everett Sanitary Sewer System to assure the safety, health and <br /> welfare of the citizens of the City; and <br /> WHEREAS, the City Council recognizes that continued development <br /> within the City requires that sufficient transmission and treatment capacity <br /> be made available by the sewer system; and <br /> WHEREAS, the City Council recognizes that certain portions of the <br /> sewer transmission and treatment system are near their reliable capacity; <br /> and <br /> WHEREAS, the City Council recognizes that sewer transmission and <br /> treatment capacity improvements are to be paid for jointly by existing rate <br /> payers, outlying Sewer Districts served by the City, and the new developments <br /> within the City creating the need for the improvements; and <br /> WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities <br /> Plan" as prepared by the Engineering Consultant CH2M-Hill, Inc. has documented <br /> in detail, needed lift station, interceptor, and treatment plant improvements <br /> to accomodate increased flows from within the City of Everett and from <br /> outlying Sewer Districts; and <br /> WHEREAS, the Mayor of the City of Everett on August 1, 1979, did <br /> propose to Council the improvement of specific portions of the sanitary <br /> sewer transmission and treatment system and construction of new facilities <br /> to accomodate increased flows; and <br /> WHEREAS, the Everett City Council on August 15, 1979, passed <br /> Ordinance No. 627-79 which increased the sewer rates within the City <br /> to contribute funds toward improvement of the City sewer system within <br /> available funding; and <br /> -1- <br />
