ORDINANCE it 71(6 `g' AN ORDINANCE creating a special fund entitled "Southwest Everett Sewer L.I.D. Preliminary Engineering Fund No. 345"; authorizing preliminary engineering for Southwest Everett sewer system improvements; and authorizing the appropriation of $150,000 for this preliminary engineering. WHEREAS, the City Council has recognized the need to improve the City of Everett Sanitary Sewer System to assure the safety, health and welfare of the citizens of the City; and WHEREAS, the City Council recognizes that continued development within the City requires that sufficient transmission and treatment capacity be made available by the sewer system; and WHEREAS, the City Council recognizes that certain portions of the sewer transmission and treatment system are near their reliable capacity; and WHEREAS, the City Council recognizes that sewer transmission and treatment capacity improvements are to be paid for jointly by existing rate payers, outlying Sewer Districts served by the City, and the new developments within the City creating the need for the improvements; and WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities Plan" as prepared by the Engineering Consultant CH2M-Hill, Inc. has documented in detail, needed lift station, interceptor, and treatment plant improvements to accomodate increased flows from within the City of Everett and from outlying Sewer Districts; and WHEREAS, the Mayor of the City of Everett on August 1, 1979, did propose to Council the improvement of specific portions of the sanitary sewer transmission and treatment system and construction of new facilities to accomodate increased flows; and WHEREAS, the Everett City Council on August 15, 1979, passed Ordinance No. 627-79 which increased the sewer rates within the City to contribute funds toward improvement of the City sewer system within available funding; and -1-
