South to a point approximately 365 feet South of the South line of 75th Street S.W. by the under- grounding of electrical and communication facilities and to include all incidentals, materials, appurtenances and work necessary for a complete improvement; All of the aforesaid improvements shall be in accordance with plans to be prepared by the City Engineer, which plans and specifications are hereby adopted and approved." Section 3: Ordinance No. 588-79 shall be amended by the addition of a new section as follows: Section 7: Interim Financing The City Treasurer of the City of Everett is hereby authorized to negotiate a reasonable rate of interest and issue interest bearing warrants to satisfy interim construction costs not to exceed $2,200,000. These interest bearing warrants shall be redeemed by the Treasurer as soon as reimbursement or long term bond financing monies, as described elsewhere in this Ordinance, are received. Section 4: All other sections, subsections, provisions, and portions of Ordinance No. 588-79, not affected by the provisions of this amending ordinance, shall remain in effect and unchanged. Section 5: The provisions of this ordinance and Ordinance No. 588-79 are declared to be separate and severable. The invalidity of any clause, sentence, paragraph, subdivision, section or portion of this ordinance or Ordinance No. 588-79, or the invalidity of the application thereof to any person or circumstance shall not affect the validity of the remainder of this ordinance or Ordinance No. 588-79, or the validity of its application to other persons or circumstances.
