variances and conditional uses. <br /> A. Construction or "substantial progress" towards construction of a project <br /> must be undertaken within two years after City approval of the "Shoreline <br /> permit". Local government may, at its discretion, extend the two-year <br /> time period for a reasonable time based on factors, including the inability <br /> to expeditiously obtain other governmental permits which are required <br /> prior to the commencement of construction. <br /> B. If a project for which a "Shoreline permit" has been granted pursuant <br /> to these procedures has not been completed within five (5) years after <br /> approval by the City, the permit shall, at the end of the five-year period, <br /> be reviewed and upon a showing of good cause, the City shall do either <br /> of the following: <br /> 1. Extend the permit for one year; or <br /> 2. Terminate the permit; <br /> provided that nothing herein shall preclude the City from issuing <br /> "Shoreline permits" with a fixed termination date of less than five <br /> (5) years. <br /> Section 15: REVISIONS TO "SHORELINE PERMITS": <br /> When an applicant seeks to revise a "Shoreline permit", he shall submit detailed <br /> plans and text describing the proposed changes in relation to the original permit. <br /> A. If the Planning Director determines that the proposed changes are "within <br /> the scope and intent of the original permit", he shall approve a revision. <br /> The revised permit shall become effective immediately. The approved <br /> revision along with copies of the revised site plan and text, shall be submitted <br /> to the Redmond Regional Office of Department of Ecology, the Attorney <br /> General, and to persons who notified the City regarding the original appli- <br /> cation pursuant to Section 9. Appeals shall be in accordance with RCW <br /> 90.58.180 and shall be filed within fifteen days from the date of mailing. <br /> The party seeking review shall have the burden of proving the revision <br /> granted was not "within the scope and intent" of the original permit. <br /> B. If the proposed changes are not "within the scope and intent of the original <br /> permit", the applicant shall apply for a new "Shoreline permit" in the <br /> manner provided for herein. <br /> Section 16: CONDITIONAL USE "SHORELINE PERMIT": <br /> A.
