3. The project is consistent with Everett's Shoreline "Master Program", and the Shoreline Act of 1971. 4. The project is identified as having an insignificant impact on the environment. 5. Any decision to grant or deny the issuance of a "shoreline permit" by Planning Director may be appealled to the Hearing Examiner by either the applicant or other aggrieved party, and shall be heard by the Hearing Examiner. Section 12: GRANTING OR DENIAL OF SHORELINE PERMITS; CONDITIONS ATTACHED TO SHORELINE PERMITS; OTHER PERMITS: A. The City shall provide copies of the action taken on an application for a "Shoreline permit" to the following, within seven days of the final lo- cation decision: 1. The applicant; 2. The Department of Ecology; 3. Washington State Attorney General; 4. Any person who has written requesting notification; 5. Any person who has written requesting a public hearing. B. Development pursuant to the issuance of a "Shoreline permit" shall not begin and shall not be authorized until thirty (30) days from the date the Department of Ecology receives the permit, or until all review proceed- ings, initiated within thirty (30) days from the date of such filing, have been terminated. C. In granting or extending a permit, the Planning Director, Planning Commission or Hearing Examiner may attach conditions, or modifications and restrictions regarding the location, character or other features of the proposed development as is necessary to make the permit compatible with the criteria set forth in Section 7. D. Issuance of a "Shoreline permit" does not exempt the applicant from meeting requirements for other federal, state, county and city permits, procedures and regulations. Section 13: FORMAT FOR "SHORELINE PERMITS": Permit format shall be substantially as described in WAC 173-14-120.
