ORDINANCE NO. '72 - OGS <br /> AN ORDINANCE creating a special construction <br /> fund entitled "1980 Block Grant Neighborhood <br /> Improvement Fund No. 344" ; authorizing the con- <br /> struction of improvements as voted on by the <br /> neighborhood residents and accepted by Council <br /> for Riverside ($16 , 666) on July 30, 1980, Port <br /> Gardner ($16, 667) on March 27 , 1980, Northeast <br /> Everett ($16, 667) on June 17 and 18, 1980; <br /> authorizing Engineering and Design of 1981 <br /> Improvement Projects ($50, 000) ; and authorizing <br /> the appropriation of $100, 000 for these improve- <br /> ments. <br /> WHEREAS , the City Council has recognized the need to improve Port <br /> Gardner, Riverside and Northeast Everett neighborhoods; and <br /> WHEREAS, the City Council has allocated from the 1980 Block Grant <br /> fund $50, 000 to make the needed improvements and to be equally <br /> divided between Port Gardner, Riverside, and Northeast Everett <br /> neighborhoods; and <br /> WHEREAS, the Port Gardner, Riverside, and Northeast Everett <br /> Neighborhood residents were asked to suggest improvements and <br /> then specify their priorities for the expenditure of Block Grant <br /> funds; and <br /> WHEREAS, numerous neighborhood meetings have been held, and the <br /> following neighborhood-wide meetings where residents voted were <br /> held in each neighborhood on the improvement projects to be <br /> recommended to City Council. <br /> -March 27 , 1980, in Port Gardner. <br /> -June 17 and 18, 1980 , in Northeast Everett. <br /> -June 30, 1980, in Riverside. <br /> NOW, THEREFORE, be it ordained by the City Council of the City of <br /> Everett, that: <br /> Section 1: A special construction fund is hereby established as <br /> Fund No. 344 entitled "1980 Block Grant Neighborhood Improvement <br /> Fund to accomplish the actions authorized in subsequent sections <br /> of this ordinance. <br /> Section 2 : Authorization is hereby given to provide for the <br /> development of contract plans , specifications and detailed cost <br /> estimates and construction required to provide the following: <br /> A. Port Gardner Neighborhood Improvements <br /> 1. Help from the Council for a Greater Everett with <br /> neighborhood organizing. ($875) <br /> 2. Self Help Home Insulation Program for low and moder- <br /> ate income Port Gardner residents. ($5, 000) <br /> (1) <br />
