FINDINGS OF FACT <br /> 1. Jason Humphries is the owner of record,of the property located at 5929 Dexter <br /> Avenue, Everett,Washington. (Exhibit#5, Snohomish County Assessors Records) <br /> 2. On March 2,2010,Code Officer Tamra Gregory investigated a complaint <br /> regarding the condition of the property at 5929 Dexter Avenue. She observed <br /> several junk vehicles on the property, as well as a large quantity of construction <br /> debris and assorted household items strewn about the yard. She further observed <br /> that there was what appeared to be construction work occurring on the structure. <br /> During the course of Code Officer Gregory's inspection the Respondent arrived <br /> and she had a conversation with him. Mr. Humphries admitted that he was aware <br /> of the violations present on the property and he outlined his plan for the <br /> elimination of the violations. (Exhibits 4.11-1k, Photos dated March 2, 2010) <br /> 3. On March 4, 2010, Code Officer Gregory prepared and mailed a warning letter to <br /> the Respondent outlining the violations which were present and directed that the <br /> violations be corrected by April 2,2010. (Exhibit #6, Warning letter dated March <br /> 4, 2010) <br /> 4. On May 4, 2010, Code Officer Gregory conducted a follow-up inspection of the <br /> property. Although she noted some minor improvement,most of the violations <br /> were still present. Code Officer Gregory sent an c-mail to lead building Inspector <br /> Ted Budden requesting that they conduct an inspection of the property. (Exhibit <br /> #7, Email from Code Officer Gregory to Inspector Budden) <br /> 5. On May 5,2010 lead building Inspector,Ted Budden,conducted an inspection of <br /> the property. He observed that there was framing and wiring and siding <br /> construction taking place and that due to the obviously poor quality of the work, <br /> and he found there had been no permits issued for this activity. Inspector Budden <br /> posted a Stop-work Order on the structure. He conducted a search of his <br /> departments' records and confirmed that there were no permits sought or issued <br /> for this property. Inspector Budden sent an e-mail back to Code Officer Tamra <br /> Gregory with his findings and requested that enforcement action be taken. On May 7,2010, Code Officer Kevin Fagerstrom was assigned to this case and he <br /> conducted a follow-up inspection at the Property. Code Officer Fagerstrom noted <br /> that the Stop-Work Order had been removed. He saw that the black Chevrolet <br /> sedan was still parked in the front driveway and that it was unlicensed and clearly <br /> incapable of running. Code Officer Fagerstrom saw and photographed that <br /> construction work was still occurring and that there was still construction debris <br /> and household items strewn about the yard.
