<br /> 4. Violations & EMC Sections
<br /> Inspection of the property reveals the following conditions and violations:
<br /> Alterations to a single family residence were completed to create a separation of the
<br /> main living area of the residence and to create four additional sleeping rooms
<br /> without required permits and approvals. This is a violation of IRC R105.1, which
<br /> reads;
<br /> IRC R105.1 Permit required, Any owner or authorized agent who intends to
<br /> construct, enlarge, alter, repair, move,demolish or change the occupancy of a
<br /> building or structure, or to erect, install, enlarge, alter, repair, remove, convert or
<br /> replace any electrical, gas, mechanical or plumbing system, the installation of which
<br /> is regulated by this code, or cause any such work to be done, shall first make
<br /> application to the building official and obtain the required permit.
<br /> The unpermitted alterations of the structure including electrical and plumbing and
<br /> the creation of additional sleeping rooms render the structure unlawful as defined by
<br /> IPMC 108.1.4 in violation of IPMC 106.1, which reads;
<br /> IPMC 108.1.4 Unlawful structure. An unlawful structure is one found in whole
<br /> or in part to be occupied by more persons than permitted under this code, or was
<br /> erected, altered or occupied contrary to law.
<br /> IPMC 106.1 Unlawful acts. It shall be unlawful for a person, firm or corporation
<br /> to be in conflict with or in violation of any of the provisions of this code.
<br /> Scrap wood, old carpet, sleeping bag, broken concrete, vehicle tires and a shopping
<br /> cart were also visible on the property. This is a violation of EMC 8.20.020 (A),
<br /> (D), (E) and (G), which reads;
<br /> Except as authorized by subsection H of this section or as may be allowed by
<br /> another city ordinance, no person owning, leasing, renting, occupying or having
<br /> charge or possession of any property in the city, including vacant lots, shall maintain
<br /> or allow to be maintained on the property outside of a fully enclosed structure such
<br /> as a shed, dwelling, or closeable garage, any of the following conditions visible from
<br /> any street, alley, or other public or private property:
<br /> A. Junk, trash, litter, boxes, discarded lumber, salvage materials or other similar
<br /> materials;
<br /> D. Shopping carts on any property zoned residential by the city;
