The following constitutes a summary of the events in this matter and constitutes the record in this proceeding. 2. 1211 Everett Avenue LLC, Respondent, is.the owner of property et 1211 Everett Avenue, Everett, Washington (property) and owned the property during the events described in this stipulation. Jerome Froland is the registered agent of 1211 Everett Avenue LLC. The property is in an R-5, Core Residential zone as established by the City of Everett. A'single family, one story residential structure is built upon the property. The property is listed in the Snohomish County public records as a three bedroom home. The Respondent asserts that it had no reason to know that a prior owner added rooms without permits. 3. On April 11, 2016, during an inspection of the property City of Everett Code Enforcement Officer Spring Wathen observed and photographed scrap wood, old carpeting material, a sleeping bag, a shopping cart and miscellaneous debris that had been discarded in the yards of the property. She further observed vegetation in the yards of the property that exceeded the maximum12 inch height as allowed by City ordinance. These violations were able to be seen by the public. .These conditions were in violation of Everett Municipal Code (EMC) 8.20.020(A)(D)(E)(G) Nuisances. ' 4, On April 13, 2016, Officer Wathen met on site with City of Everett Code Enforcement Officer Kevin Fagerstrom and Robert Beazin, a tenant, to,conduct ari inspection of the interior of the single family residential structure on the property. During the inspection, Officer Wathen observed and photographed a portion of the structure that had been altered to include four separate sleeping units with a shared . 14)
