The following constitutes a summary of the events in this matter and constitutes the <br /> record in this proceeding. <br /> 2. 1211 Everett Avenue LLC, Respondent, is.the owner of property et 1211 Everett <br /> Avenue, Everett, Washington (property) and owned the property during the events <br /> described in this stipulation. Jerome Froland is the registered agent of 1211 Everett <br /> Avenue LLC. The property is in an R-5, Core Residential zone as established by <br /> the City of Everett. A'single family, one story residential structure is built upon the <br /> property. The property is listed in the Snohomish County public records as a three <br /> bedroom home. The Respondent asserts that it had no reason to know that a prior <br /> owner added rooms without permits. <br /> 3. On April 11, 2016, during an inspection of the property City of Everett Code <br /> Enforcement Officer Spring Wathen observed and photographed scrap wood, old <br /> carpeting material, a sleeping bag, a shopping cart and miscellaneous debris that <br /> had been discarded in the yards of the property. She further observed vegetation in <br /> the yards of the property that exceeded the maximum12 inch height as allowed by <br /> City ordinance. These violations were able to be seen by the public. .These <br /> conditions were in violation of Everett Municipal Code (EMC) 8.20.020(A)(D)(E)(G) <br /> Nuisances. ' <br /> 4, On April 13, 2016, Officer Wathen met on site with City of Everett Code <br /> Enforcement Officer Kevin Fagerstrom and Robert Beazin, a tenant, to,conduct ari <br /> inspection of the interior of the single family residential structure on the property. <br /> During the inspection, Officer Wathen observed and photographed a portion of the <br /> structure that had been altered to include four separate sleeping units with a shared <br /> . 14) <br />
