f EXHIBIT A <br /> Scope of Work <br /> The third Phase(Phase C) is to assist Everett Public Works in the implementation of CMMS and <br /> asset management program;This is the fourth work product. This deliverable includes the actual <br /> implementation of Phase A recommendations,using the configured software from Phase B. This <br /> will include training staff and producing Standard Operating Procedures documents. The detail <br /> on how LAC will address each of the areas of the scope is outlined in the following <br /> Phases/Tasks.Phase C of the scope cannot be readily outlined and determined without the <br /> completion of both Phase A and B. <br /> PHASE A—EVALUATE OPERATIONS <br /> This phase will be an assessment of the City's maintenance and operations practices and current <br /> use of Cassworks and other related software systems. This effort will focus on providing specific <br /> business process and system recommendations that will improve how the Public Works <br /> Department functions through an Improved CMMS and Asset Management Program. This Phase <br /> encompasses seven tasks,with some having sub-tasks including an employee survey. <br /> TASK Al—PROJECT INITIATION <br /> The following tasks are intended to familiarize Department staff with the approach that LAC will <br /> take to evaluate and formulate recommendations for the Asset Management Program <br /> improvement and CMMS replacement project. The tasks will also serve to educate LAC on the <br /> organization,work processes, and staff. <br /> Task A1.1—Project Startup <br /> During this first task, LAC will begin the planning efforts associated with the project. LAC will <br /> initiate the project immediately after the contract is signed. LAC staff will conduct initial <br /> meetings with the Department managers and other key staff to review the project's objectives <br /> and their perception of the approach and methodology of the review. <br /> Structured interviews will also be conducted with key employees that have a major impact on the <br /> controlling and directing operations. Overview site visits will occur by the LAC team on general <br /> work and assets. Information and ideas on current aspects of each of the various operations will <br /> be obtained, along with concepts for enhancements through a new Asset Management Program <br /> and CMMS. The objective of these sessions is to develop working relationships with key staff, <br /> create a general understanding of each of the objectives, and further refine the LAC methodology <br /> and approach to effectively accommodate the specific needs and desires of the City. <br /> We anticipate ten(10)interviews to complete this effort. <br /> City assistance: Have staff available and participate in requested interviews with 10-day notice. <br /> Product: Key Department staff will be consulted and concepts for improvements and <br /> enhancements will be prepared. <br /> Task A1.2—Prepare Detailed Work Plan <br /> Based on our observations and discussions in the initial task, LAC will prepare a detailed <br /> schedule and work plan that includes optimized ideas and concerns from Department employees. <br /> • <br /> 8/14/18 Exhif A-2 City of Everett,WA <br />
