EXHIBIT A <br /> Scope of Work <br /> The project tasks will be further defined with milestone changes if the information obtained from <br /> Task A1.1 warrants. <br /> City assistance: Receive schedule and use to plan effort. <br /> Product: A detailed schedule will be prepared. <br /> TaskA1.3—Establish a Review Committee <br /> To ensure an effective program, operational effort, and credibility with all levels of the <br /> organization, a Review Committee of 8-10 members of staff will be established by the City. The <br /> group, composed of management and key representative personnel from various groups, shall be <br /> updated at major milestones and provide direction to LAC. In addition,the Committee will <br /> periodically review progress and accomplishments, as well as provide LAC with guidance and <br /> counsel. Committee members will develop a firsthand understanding of the project findings as <br /> they are documented and presented. This method will promote a sound understanding of the <br /> analysis process and ensure the credibility of the findings and recommendations of LAC. It is <br /> recommended that the Department appoint an in-house coordinator to work closely with LAC. <br /> This individual will assist in researching and compiling the required data, and act as a liaison <br /> between the Committee and LAC. <br /> The Committee will consist of selected office and field operational personnel, and key <br /> Department staff They will work with LAC's project team on baseline information, <br /> identification of best management practices, as well as the review of findings and <br /> recommendations. <br /> City assistance: Select and assign Review Committee and Study Coordinator that guides <br /> compilation of data request by LAC and forwards to LAC. <br /> Product: A Review Committee and study coordinator appointed to work with LAC to <br /> ensure study credibility and assist in data research. <br /> Task A1.4—Conduct Orientation <br /> To establish a uniform understanding of the operations and LAC's role between the Committee <br /> and the project team, a general orientation session will be conducted. During this meeting, LAC <br /> will describe, in detail, our proposed approach, our schedule, and identify any potential problems <br /> along with what data will be researched and compiled, and the results and benefits that can be <br /> expected. A series of six(6) meetings will be conducted with all relevant employees in the <br /> Department, to outline the process being planned. <br /> City assistance: Attend kickoff meeting and provide input as necessary. <br /> Product: A uniform understanding between staff participating in the study and LAC as to <br /> the project objectives,work methods, and schedule. <br /> TASK A2—EXAMINATION OF SERVICES AND FIELD REVIEW <br /> After a Review Committee has been established and orientation meetings have taken place, LAC <br /> will begin interviewing staff(30 are estimated) and collecting data on all aspects of the current <br /> operations, with field reviews of 10-to 15-person days planned.
