• t administrative expense, but excludes depreciation, payments for debt service or into reserve accounts, costs of capital additions to or replacements of the System, municipal taxes, or payments to the City in lieu of taxes. h. The word "Council" means the Council of the City as the same shall be duly and regularly constituted from time to time. i. The words "Debt Service Account" mean the account of that name created in the Revenue Bond Fund by Section 7 of Ordin- ance No. 536-78 . j . The words "Net Revenue" mean the Revenue of the System less the Costs of Maintenance and Operation. k. The words "1978 Bonds" mean the City of Everett Water and Sewer Revenue and Refunding Bonds issued under date of August 1, 1978 . 1. The words "Parity Bonds" mean the Bonds, the 1978 Bonds and any water and sewer revenue bonds which the City may hereafter issue having a lien upon the Revenue of the System for the payment of the principal thereof and interest thereon equal to the lien upon the Revenue of the System of the Bonds. m. The words "Plan Ordinances" mean Ordinances 637-79 , 644-79, 660-80 and 697-80 of the City and Section 2 of this Ordinance . n. The word "Project" means those additions and improvements to the System authorized by the Plan Ordinances. o. The words "Project Funds" mean the Water Reservoir #6 Construction Fund, the Design and Construction of Water System Improvement Construction Fund, the Sanitary Sewer System Improve- ment Construction Fund, the Sanitary Sewer Sift Stations 24 , 25 and 26 Improvement and Construction Fund No. 343 , and the Water and Sewer Construction Fund created by the Plan Ordinances and this Ordinance. p. The words "Refunded Bonds" mean the outstanding indebted- ness of the City under the Sultan River Project Agreement as des- cribed on page 1 of Ordinance No. 536-78 , and water and sewer -3-
