• • ORDINANCE NO. 6 7- AN ORDINANCE creating a special construction fund entitled "Sanitary Sewer Lift Stations 24, 25, and 26 Improvement and Construction Fund No. 343", authorizing the design and construction of Lift Stations 24, 25, and 26 improvements as required. WHEREAS, the City Council has recognized the need to improve the City of Everett Sanitary Sewer System to assure the safety, health and welfare of the citizens of the City; and WHEREAS, the City Council recognizes that continued development within the City requires that sufficient transmission and treatment capacity be made available by the sewer system; and WHEREAS, the City Council recognizes that certain portions of the sewer transmission and treatment system are near their reliable capacity; and WHEREAS, the City Council recognizes that sewer transmission and treatment capacity improvements are to be paid for jointly by existing rate payers, outlying Sewer Districts served by the City, and the new developments within the City creating the need for the improvements; and WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities Plan" as prepared by the Engineering Consultant CH2M-Hill, Inc. has documented in detail, needed lift station, interceptor, and lift station improvements to accom- modate increased flows from within the City of Everett and from outlying Sewer Districts; and WHEREAS, the Mayor of the City of Everett on August 1, 1979, did propose to Council the improvement of specific portions of the sanitary sewer transmission and treatment system and construction of new facilities to accommodate increased flows; and WHEREAS, the Everett City Council on August 15, 1979, passed Ordinance No. 627-79 which increased the sewer rates within the City to contribute funds toward improvement of the City sewer system within available funding; and WHEREAS, the Everett City Council on February 27, 1980, passed Ordinance No. 669-80 which established increased sewer connection charges for new con- struction in the City to contribute toward payment for needed increases in sewer transmission and treatment capacity within available funding; and WHEREAS, under the SEPA process, new subdivisions and other major devel- opments are required to pay a systems development fee to mitigate their impact on the Everett sewer system;
