• <br /> • <br /> ORDINANCE NO. 6 7- <br /> AN ORDINANCE creating a special construction fund entitled <br /> "Sanitary Sewer Lift Stations 24, 25, and 26 Improvement and <br /> Construction Fund No. 343", authorizing the design and <br /> construction of Lift Stations 24, 25, and 26 improvements as <br /> required. <br /> WHEREAS, the City Council has recognized the need to improve the City <br /> of Everett Sanitary Sewer System to assure the safety, health and welfare of <br /> the citizens of the City; and <br /> WHEREAS, the City Council recognizes that continued development within <br /> the City requires that sufficient transmission and treatment capacity be made <br /> available by the sewer system; and <br /> WHEREAS, the City Council recognizes that certain portions of the sewer <br /> transmission and treatment system are near their reliable capacity; and <br /> WHEREAS, the City Council recognizes that sewer transmission and treatment <br /> capacity improvements are to be paid for jointly by existing rate payers, outlying <br /> Sewer Districts served by the City, and the new developments within the City <br /> creating the need for the improvements; and <br /> WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities Plan" <br /> as prepared by the Engineering Consultant CH2M-Hill, Inc. has documented in <br /> detail, needed lift station, interceptor, and lift station improvements to accom- <br /> modate increased flows from within the City of Everett and from outlying Sewer <br /> Districts; and <br /> WHEREAS, the Mayor of the City of Everett on August 1, 1979, did propose <br /> to Council the improvement of specific portions of the sanitary sewer transmission <br /> and treatment system and construction of new facilities to accommodate increased <br /> flows; and <br /> WHEREAS, the Everett City Council on August 15, 1979, passed Ordinance <br /> No. 627-79 which increased the sewer rates within the City to contribute funds <br /> toward improvement of the City sewer system within available funding; and <br /> WHEREAS, the Everett City Council on February 27, 1980, passed Ordinance <br /> No. 669-80 which established increased sewer connection charges for new con- <br /> struction in the City to contribute toward payment for needed increases in sewer <br /> transmission and treatment capacity within available funding; and <br /> WHEREAS, under the SEPA process, new subdivisions and other major devel- <br /> opments are required to pay a systems development fee to mitigate their impact <br /> on the Everett sewer system; <br />
