• • • 1 ORDINANCE NO. 60 ko 410 2 3 4 5 AN ORDINANCE relating to the licensing, regulation and welfare of animals 6 and repealing Ordinances Nos. 426-76; 371-75; 3621; 3496; 3197; 601-79; 366; 4027; 2973; and 243-73, and all other ordinances in conflict therewith. 7 8 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 9 10 11 12 CHAPTER I. POLICY AND TITLE 13 Section I. Policy 14 It is hereby declared the public policy of the CITY OF EVERETT to 15 encourage, secure and enforce those animal control measures deemed desirable and necessary, for the protection of human health and safety, and to the greatest 16 degree practicable to prevent injury to property and cruelty to animal life. To this end, it is the purpose of the resolution codified herein to establish and implement a 17 program for the licensing and regulation of dogs and cats as well as other animals, and facilities which house them, to provide animals with legal protection, to 18 protect the property rights of owners and non-owners of animals and to provide for the health, safety and welfare of the people residing in the City of Everett. 19 Section 2. Title 20 This ordinance may be cited as "The Animal Control Ordinance". 21 22 CHAPTER II. DEFINITIONS 23 Section 1. General 24 As used in this ordinance, the terms defined in this Chapter shall have the defined meanings unless the context requires otherwise; words in the present tense 25 include the future; the singular includes the plural; plural usage includes the singular; "shall" means mandatory, not directory and the masculine gender includes 26 the feminine. 27 Section 2. Definitions 28 A. Adult Dog or Cat. Any dog or cat over the age of six months. 29 B. Animal. For the purposes of this title any live vertebrate creature, reptile, or bird, except man. 30 C. Animal Exhibition. Public display of any living animal in the 31 promotion of entertainment, education, advertisement or any commercial enterprise. 32
