ORDINANCE NO. 6th / - / L/ <br /> AN ORDINANCE defining the City' s responsibility in the <br /> management of trees growing on public property. <br /> WHEREAS, Council finds that trees growing on public property <br /> are considered to be a valuable natural resource contributing <br /> to the health, welfare and well-being of all the citizens <br /> of Everett; and <br /> WHEREAS, Council finds that trees not only enhance property <br /> values but also augment their aesthetic value; and <br /> WHEREAS, Council finds that it is necessary to establish and <br /> implement a program which encompasses the maintenance, <br /> selection and location of trees , <br /> NOW, THEREFORETHECITY OF EVERETT DOES ORDAIN: <br /> Section 1 : SHORT TITLE. This ordinance may be referred to <br /> as the City of Everett Tree Ordinance. <br /> Section 2 : SCOPE. It shall be the responsibility of the Mayor <br /> through the Parks and Recreation Director and his/her designee, <br /> hereinafter referred to as Director, to supervise the <br /> planting, maintenance and removal of all trees on public <br /> property within the city limits of Everett, including: <br /> A. The establishment and implementation of a management program <br /> to provide maintenance and preservation of existing trees <br /> and an orderly program of tree planting for the future. <br /> B. The selection of trees as to species to be planted, and <br /> species to receive priority maintenance, and species to be <br /> considered for removal . <br /> C. The location of trees to be planted along streets, side- <br /> walks, parking lots , parks and other rights-of-way.; <br /> D. The interpretation of criteria established in this <br /> ordinance and related Park Policy, and determination of <br /> appropriate action relating those criteria to specific <br /> trees in question. <br /> Section 3: MANAGEMENT PROGRAM. The director shall develop and <br /> implement a tree management program on public property which <br /> shall include : <br /> A. Work Done by the Park Department <br /> 1. Pruning operations shall be applied to trees following <br /> accepted arboricultural practices, so as to maintain <br /> vigor, and balanced growth, and prevent spread of <br /> disease, prevent obstruction of traffic signs and <br /> signals and maintain required space above streets <br /> and sidewalks. <br />
