8. Building Design: Final building design shall be developed with attention given to <br /> • the design criterion in Attachment B and shall be per elevations and sketches <br /> presented to the Planning Commission at a public meeting. The Planning <br /> Director shall be notified by the applicant and shall review any building permit <br /> • applications for structures on this site. <br /> 9. Homeowners: A homeowner's association shall be established to handle <br /> maintenance of common areas and private streets; and there shall be guidelines, <br /> covenants, and deed restrictions for the maintenance of the structures on the <br />{ 1 individual lots. This would be presented prior to final plat approval. The <br /> homeowners' association will make provisions for an architectural review! <br /> committee to review remodeling additions, color or any other modification to the, <br /> structure. <br /> 10. Drainage: City drainage ordinance shall be complied with during and after con- <br /> struction. The area north of the road will be accepted by the Utilities <br /> Department for a regional drainage facility upon completion of a clean up and, <br /> open space enhancement program by the applicant. <br /> I.� <br /> ii 11. Recreation: The applicant shall develop an active recreation area for residents <br /> of the development. This would be developed in conjunction with the regional <br /> drainage facility, utilizing the blue-green concept. <br /> 12. Clearing and Grading Plan: A plan showing the extent of clearing and grading <br /> and the methods for controlling erosion shall be presented to the Planning <br /> it Department and Public Works Department prior to site work. <br /> I � <br /> 13. Occupancy: No occupancy permits shall be issued until the Planning Department <br /> certifies that the PRD project has complied with the conditions of the PRD! <br /> approval. <br /> 14. Schools: A fee for schools not to exceed $250 per unit shall be paid to the <br /> 9 I Mukilteo School District contingent upon a general policy regarding school fees <br /> being established by City Council prior to November 1, 1980. <br />• 15. Public Works Fee: A fee for sewers shall be required in an amount to be <br /> determined by the Public Works Department based on total number and type of, <br /> units. <br /> 16. Bonding: A bond shall be posted to guarantee compliance with landscaping <br /> requirements. <br /> 17.
