Herald on May 16, 2018, notice to the Washington State Department of Commerce on May 14, 2018, and a public hearing held by the Planning Commission on June 5, 2018; and WHEREAS,the Everett City Council held public hearings on August 1St Stn 15tH and 29th, 2018 to consider public input; and WHEREAS, EMC 19.41.170(C) provides for amendment of the Zoning Code (Title 19) when it finds that: 1) the proposed amendment is consistent with the applicable provisions of the Everett general plan; and 2) the proposed amendment bears a substantial relation to public health, safety or welfare; and 3) the proposed amendment promotes the best long term interests of the Everett community; and WHEREAS,the proposed off-street parking standards and development regulations are consistent with goals in the Growth Management Act; and WHEREAS,the proposed off-street parking standards and development regulations would not create a probable significant adverse environmental impact under the City's SEPA policies, EMC Chapter 20.04; and WHEREAS,the proposed off-street parking standards and development regulations are consistent with the applicable policies and objectives in the Everett Comprehensive Plan and the Metro Everett Subarea Plan; and WHEREAS,the proposed off-street parking standards and development regulations bear a substantial relation to public health, safety or welfare; and WHEREAS,the proposed off-street parking standards and development regulations promote the best long term interests of the Everett community. NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: Section 1. Section 34 of Ordinance No. 1671-89 (EMC 19.34), Off-Street Parking—Loading Requirements, is repealed in its entirety, including the following ordinances, or parts of ordinances: Section 34 of Ord. 1671-89; Section 17 of Ord. 1729-90; Section 4 of Ord. 1793-91; Sections 20-23 of Ord. 1849-92; Sections 48-59 of Ord. 2397-99; Sections 33-36 of Ord. 2538-01; Sections 28 and 30 of Ord. 2657-02; Section 10 of Ord. 2854-05; Section 6 of Ord. 3002-07; Sections 14-15 of Ord. 3072-08; Section 13 of Ord. 3099-08; Section 13 of Ord. 3269-12; Ord. 3297-12 in its entirety; Section 2 of Ord. 3322-13; Ord. 3340-13 in its entirety; Section 5 of Ord. 3483-16; and Sections 5 and 7 of Ord. 3500-16. Section 2. Ordinance No. 1671-89, as amended (EMC Title 19), is hereby amended by the addition of the following chapter: Parking, Loading and Access, as set forth in Exhibit 1 attached hereto,to be codified as EMC Chapter 19.34. Section 3. Severability.
