-600: Circulation of the Final EIS -650: Effect of an Adequate Final EIS Prepared Pursuant to NEPA -652: Supplementation of a Lead Agency of an Inadequate Final NEPA EIS -660: Use of Previously Prepared EIS for a Different Proposed Action -690: Use of Lead Agency's EIS by Other Acting Agencies for the Same Proposal -695: Draft and Final Supplements to a Revised EIS -700: No Action for Seven Days ,After Publication of the Final EIS Section 3. - Additional Definitions In addition to those definitions contained within WAC 197-10-040, the following terms shall have the following meanings, unless the context indicates otherwise: A. "SEPA Guidelines" means WAC 197-10 adopted by the State Council on Environmental Policy. B. "Environmental Review Committee" means a committee of the City of Everett whose responsibility is to oversee environmental considera- tions of the City and to hear appeals of determinations made by the responsible official and initiated by members of the public or the City and make recommendations to the Everett City Council. C. "City" means City of Everett. D. "Responsible Official" means the person designated by the Mayor who shall carry out the duties and functions of the City when it is acting as the lead agency under this Ordinance. Section 4.- Integration of SEPA Procedures with Other Governmental Operations A. To the fullest extent possible, the procedures required by this Ordinance shall be integrated with existing planning and licensing procedures utilized by the City. These procedures should be initiated early, and undertaken in conjunction with other govern- mental operations to avoid lengthy time delays and unnecessary duplication of effort. A private applicant may, and is encouraged to, file a completed environmental checklist prior to the filing of an application for a license. -11-
