• <br /> B. When required to be prepared, the Declaration of Significance <br /> or Non-Significance, the EIS, or a previously circulated EIS being <br /> utilized pursuant to WAC 197-10-660, shall accompany a proposal <br /> through the existing review process. <br /> C. Each Department shall submit a list of licenses and procedures <br /> to the Responsible Official who shall indicate for each process <br /> or license the point at which the EIS or Environmental Checklist <br /> shall be required. <br /> Section 5. - Timing of the Environmental Review Process <br /> A. The primary purpose of the EIS process is to provide environmental <br /> information to governmental decision makers to be considered prior <br /> to making their decision. The actual decision to proceed with <br /> many actions may involve a series of individual approvals or decisions. <br /> The threshold determination and the EIS, if required, should ideally <br /> be completed at the beginning of this process. The threshold <br /> determination and the EIS (if required) should be completed at <br /> the earliest point in the planning and decision-making process, <br /> at which time, principal features of a proposal and its impacts <br /> upon the environment can be reliably identified. <br /> B. At a minimum, the threshold determination and any required EIS <br /> shall be completed prior to the City making any decision irreversibly <br /> committing itself to adopt, approve or otherwise undertake any <br /> proposed major action, as identified in Section 6. <br /> C. When a proposed major action is a proposal for either a governmental <br /> action of a project nature or a governmental action of a non-project <br /> nature, and the proponent of the major action is also the lead <br /> agency, then the maximum time limits contained in this ordinance <br /> for the threshold determination and EIS process shall not apply <br /> to the proposal. <br /> 'Section 6. - Initial Review <br /> The responsible Official shall make the following determinations as part <br /> of the initial review of every project or proposal, subject to the specified <br /> time limits which shall be applicable to private projects and to those <br /> governmental proposals submitted to the City by other agencies: <br /> A. Preliminary determinations: <br /> 1. A determination as to the scope of a total proposal pursuant <br /> to WAC 197-10-060. <br /> 2. A determination whether the particular project or proposal <br /> is an "action" as defined in WAC 197-10-040(2) . <br /> 3. A determination whether the project or proposal is categorically <br /> exempt. <br /> 4. The determinations set forth in subsections 1,2, and 3 shall <br /> be made within three (3) days following submission of a request <br /> for preliminary determination by a private applicant to the <br /> Responsible Official. <br /> -12- <br />
