• <br /> E. The Responsible Official is authorized to make agreements as to <br /> lead agency status pursuant to WAC 197-10-240 and WAC 197-10-245. <br /> F. When the Responsible Official makes a lead agency determination <br /> for a private project he may require such additional information <br /> from the applicant as necessary to ascertain which other agencies <br /> have jurisdiction over the proposal. <br /> Section 9. - Environmental Checklist <br /> A. Except as provided in WAC 197-10-300 (2) , a completed environmental <br /> checklist, or a copy thereof, substantially in the form provided <br /> in WAC 197-10-365 shall be filed at the same time as, or before, <br /> an application for a permit, license, certificate, or other entitle- <br /> ment for uses not specifically exempted herein. This checklist <br /> shall be the basis for a determination by the City as to lead <br /> agency status, and if the City is determined to be the lead agency, <br /> then for the threshold determination. <br /> B. For all proposals for which the City is the lead agency, the Responsible <br /> Official shall make the threshold determination pursuant to the <br /> criteria and procedures of WAC 197-10-300 through -365. <br /> ;Section 10. - Preparation of Environmental Impact Statement <br /> A. Draft Environmental Impact Statement <br /> 1. When an EIS is required, all information required under this <br /> Ordinance shall be presented by the applicant in substantially <br /> the same form as for the Draft Environmental Impact Statement <br /> in accordance with procedures of Section 10C. <br /> 2. The Responsible Official shall assure that the EIS is prepared <br /> in a responsible manner and with appropriate methodology. <br /> The Responsible Official shall direct the areas of research <br /> and examination to be undertaken, as well as the organization <br /> of the resulting document in accordance with Section 10D. <br /> 3. The draft Environmental Impact Statement shall be prepared <br /> by the Responsible Official prior to distribution. If, in <br /> the opinion of the Responsible Official, the information provided <br /> by the applicant for the Draft Environmental Impact Statement <br /> is inadequate, erroneous, misleading or otherwise deficient <br /> under the standards of the Ordinance, he may cause its distribution <br /> to be delayed for such time as may be required to correct <br /> said deficiencies. <br /> 4. Upon acceptance of the information required under Section <br /> l0A for the Draft Environmental Impact Statement, such information <br /> shall become the property of the City of Everett and the Responsible <br /> Official shall possess the right to edit, reproduce, modify <br /> and distribute said information. <br /> B. Final Environmental Impact Statement <br /> 1. Upon acceptance of the Draft EIS, the Responsible Official <br /> shall cause its circulation and shall finalize said EIS in <br /> accordance with the procedures of this Ordinance. <br /> -15- <br />
