Noise created by sources in industrial districts which exceed the standards contained in these regulations 26 and which over the previous three years, have consistently operated in excess of fifteen hours per 27 day as a demonstrated routine or as a consequence of process necessity. No changes which would increase 28 the noise emitted under this exemption shall be permitted without approval of the Administrator. 29 Changes in working hours which would affect exemptions under this regulation require approval of 30 the Administrator. 31 32
