E. Average daily vehicle trips or vehicle trips per day shall mean <br /> the average number of vehicle trips generated per average weekday, <br /> based on recognized traffic engineering methods of determining <br /> trip generation, as approved by the City Traffic Engineer. <br /> F. Stages of Street Improvements: <br /> Immediate improvements shall be defined as those measures <br /> required of the property owner prior to the issuance of a building <br /> permit which are expected to alleviate from the standpoint of traffic <br /> safety the immediate impact of the proposed development upon the <br /> abutting street and allow orderly development of subsequent street <br /> improvements. Immediate improvements shall include the dedication <br /> of additional right-of-way and construction of shoulder widening, <br /> drainage and pedestrian walkway. <br /> Interim improvements shall be defined as those construction <br /> measures required to alleviate the short term impact of increased <br /> traffic congestion and shall include pavement widening for left <br /> turn lane, shoulder, drainage, and walkway improvements. Interim <br /> improvements shall be the responsibility of developing properties <br /> and shall be constructed or paid for in manner described hereafter. <br /> Ultimate improvements shall be defined as those construction <br /> measures required in the longer term to bring the street up to <br /> City of Everett Standards and shall include right-of-way acquisition, <br /> widening, paving, drainage, curbs, gutters, concrete sidewalks, <br /> signals, lighting, miscellaneous traffic control, and appurtenances. <br /> Section 2: Development Requirements <br /> All properties within the benefit area as defined herein (See Exhibit 1) <br /> shall participate in a traffic impact mitigation process as hereinafter <br /> described: <br /> A. Immediate Improvements: Each development or improvement, to <br /> the extent and for the length it abuts Casino Road between Airport <br /> Road and Evergreen Way, shall, prior to being issued a Building <br /> Permit, provide for the following: <br /> 1. Reconstruct the drainage ditch to a new location <br /> approximately twenty-two (22) feet from the <br /> centerline of Casino Road right-of-way. <br /> 2. Construct a six (6) foot wide pedestrian/cyclist <br /> pathway outside the drainage ditch; <br /> 3. Construct gravel shoulders between existing pavement <br /> and drainage ditch; <br /> 4. All new improvements required above shall be extended <br /> as necessary to provide a smooth transition with existing <br /> improvements for drainage, vehicular and pedestrian traffic. <br /> 5. Convey to the City a ten (10) foot parcel of property for <br /> dedicated right-of-way and municipal purposes; provided, <br /> however, that the Developer shall still be required to meet <br /> the appropriate setback requirements as well as all other <br /> applicable performance standards. <br /> 6. All improvement plans shall be approved by the City Engineer. <br /> Right-of-way acceptance, as well as construction inspection <br /> acceptance shall be under the authority of the City <br /> Engineer. <br /> -2- <br />
