The City may modify the details of the foregoing system or plan, such as to make changes in the location and extent of sewer line replacements or extensions, or in any other detail , provided such modifications do not substantially alter the purpose of that system or plan. All of the foregoing shall be in accordance with the plans and specifications therefor prepared by or on behalf of the City. All of such Water and Sewer Projects shall be owned by the City. Section 2 . The estimated cost to be paid by the City for the acquisition, construction and installation of the above described additions to and betterments and extensions of the water and sewer system of the City is hereby declared to be, as nearly as may be, $8, 580, 000. The costs of engineering, planning , financial , legal and other services lawfully incurred incident to the acquisition and development of the Water and Sewer Projects shall be appropriate costs of such Projects. The cost set forth in this section is an estimate only. It is contemplated that actual costs of the individual Water and Sewer Projects may be more or less than the amount estimated for any Pro- ject, and the City Council shall determine the application of the proceeds of the bonds provided for in this ordinance as between Pro- jects or portions of Projects so as to accomplish, as nearly as may be, all such Projects. If the City Council shall determine that it has become imprac- tical to accomplish substantially any such Project or portion thereof by reason of prior incompatible development, cost substan- tially in excess of the amount of bond proceeds estimated to be applied thereto, prior acquisition by a superior governmental autho- rity or other changed conditions, the City shall not be required to accomplish such Project or portion thereof and may apply such funds as provided in Section 5. - 3 -
