• a <br /> . e <br /> • • <br /> • <br /> • • • <br /> 1 In the two years immediately following the effective date of an <br /> ordinance which has been passed by the council upon a petition or adopted <br /> 2 by popular vote, under the provisions of this article, there shall be no <br /> repeal or amendment thereof except by popular vote. After a period of <br /> 3 two years, such ordinance passed by the council or adopted by popular <br /> vote may be repealed or amended by a majority of the council plus one. <br /> 4 <br /> 5 <br /> PROPOSITION <br /> 6 <br /> Everett City Charter Section 11.9 <br /> 7 <br /> Shall Section 11.9 of the City Charter be changed to allow a majority plus one of <br /> 8 <br /> the City Council to amend or repeal, after a period of two (2) years, ordinances adopted <br /> 9 <br /> by popular vote? <br /> 10 CHARTER CHANGE YES <br /> 11 CHARTER CHANGE NO <br /> 12 <br /> 13 Section 11: Change to Section 15.8. The fourth (4th) paragraph of Section <br /> 14 15.8 which reads as follows: <br /> 15 No real property of the city shall be sold for less than seventy per <br /> cent of the value thereof as established by a written appraisal made not <br /> 16 more than six (6) months prior to the date of sale by three (3) <br /> disinterested real estate brokers licensed under the laws of the state. The <br /> 17 appraisal shall be signed by the appraisers and filed with the city clerk, <br /> who shall keep it in his office open to public inspection. Any notice of <br /> 18 intention to sell real property of the city shall recite the appraised value <br /> thereof. <br /> 19 <br /> is recommended to be changed to: <br /> 20 <br /> No real property of the city shall be sold for less than seventy <br /> 21 percent of the value thereof as established by a written appraisal made <br /> not more than six (6) months prior to the date of sale by a disinterested <br /> 22 person qualified in real estate valuations. The appraisal shall be signed by <br /> that person making the appraisal and filed with the city clerk, who shall <br /> 23 keep it in his office open to public inspection.
