The fourth (4th) paragraph of Section 14 15.8 which reads as follows: 15 No real property of the city shall be sold for less than seventy per cent of the value thereof as established by a written appraisal made not 16 more than six (6) months prior to the date of sale by three (3) disinterested real estate brokers licensed under the laws of the state. The 17 appraisal shall be signed by the appraisers and filed with the city clerk, who shall keep it in his office open to public inspection.
