1L <br /> • <br /> 1 ORDINANCE NO. 5—'4 �- 7 o' <br /> 2 <br /> AN ORDINANCE relating to and regulating the designation and use of <br /> 3 residential on-street permit parking zones. <br /> 4 <br /> 5 <br /> WHEREAS, it is in the best interest of the City of Everett to restrict activities <br /> 6 <br /> which contribute to the deterioration of City neighborhoods; and <br /> 7 <br /> WHEREAS, commuter and/or non-resident parking in City residential <br /> 8 <br /> neighborhoods can contribute excessively to neighborhood deterioration; and <br /> 9 <br /> WHEREAS, a preferential resident parking permit system would alleviate some <br /> 10 <br /> or all of the negative impacts upon residential neighborhoods of commuter parking; and <br /> 11 <br /> WHEREAS, the safety, health and welfare of the residents of the City can be <br /> 12 <br /> greatly enhanced by maintenance of the attractiveness and livability of its <br /> 13 <br /> neighborhoods and other residential areas; and <br /> 14 <br /> WHEREAS, a large portion of Everett residents possess automobiles and, as a <br /> 15 <br /> result, are daily faced with the need to store these automobiles at or near their <br /> 16 <br /> residences; and <br /> 17 <br /> WHEREAS, certain neighborhoods and areas of the City do not have sufficient on <br /> 18 <br /> or off-street space to accommodate the convenient parking of motor vehicles by <br /> 19 residents in the vicinity of their homes; such neighborhoods and areas are often further <br /> 20 burdened by influences of motor vehicles owned by non-residents which compete for the <br /> 21 inadequate available on-street parking spaces; and <br /> 22 WHEREAS, there further exist certain parking "attractors" within the City such <br /> 23 as hospitals, schools, governmental offices, professional and commercial centers which <br /> 24 exascerbate resident parking problems; and <br /> 25 WHEREAS, unnecessary vehicle miles, noise, pollution and strains on <br /> 26 interpersonal relationships caused by the conditions set forth herein work unacceptable <br /> 27 hardships on residents of neighborhoods and other residential areas by causing the <br /> 28 deterioration of air quality, safety, tranquility and other values available in an urban <br /> 29 residential enviroment; and <br /> 30 <br /> 31 <br /> 32 <br />
