1L • 1 ORDINANCE NO. 5—'4 �- 7 o' 2 AN ORDINANCE relating to and regulating the designation and use of 3 residential on-street permit parking zones. 4 5 WHEREAS, it is in the best interest of the City of Everett to restrict activities 6 which contribute to the deterioration of City neighborhoods; and 7 WHEREAS, commuter and/or non-resident parking in City residential 8 neighborhoods can contribute excessively to neighborhood deterioration; and 9 WHEREAS, a preferential resident parking permit system would alleviate some 10 or all of the negative impacts upon residential neighborhoods of commuter parking; and 11 WHEREAS, the safety, health and welfare of the residents of the City can be 12 greatly enhanced by maintenance of the attractiveness and livability of its 13 neighborhoods and other residential areas; and 14 WHEREAS, a large portion of Everett residents possess automobiles and, as a 15 result, are daily faced with the need to store these automobiles at or near their 16 residences; and 17 WHEREAS, certain neighborhoods and areas of the City do not have sufficient on 18 or off-street space to accommodate the convenient parking of motor vehicles by 19 residents in the vicinity of their homes; such neighborhoods and areas are often further 20 burdened by influences of motor vehicles owned by non-residents which compete for the 21 inadequate available on-street parking spaces; and 22 WHEREAS, there further exist certain parking "attractors" within the City such 23 as hospitals, schools, governmental offices, professional and commercial centers which 24 exascerbate resident parking problems; and 25 WHEREAS, unnecessary vehicle miles, noise, pollution and strains on 26 interpersonal relationships caused by the conditions set forth herein work unacceptable 27 hardships on residents of neighborhoods and other residential areas by causing the 28 deterioration of air quality, safety, tranquility and other values available in an urban 29 residential enviroment; and 30 31 32
