1 WHEREAS, if allowed to continue, the adverse effects of commuter parking on <br /> 2 the residents of some neighborhoods of the City will contribute to a further decline of <br /> 3 the living conditions therein, a reduction of the attractiveness of residing within the <br /> 4 City, and consequent injury to the general public welfare; and <br /> 5 WHEREAS, a system of preferential resident parking as enacted in this ordinance <br /> 6 will serve to promote the safety, health and welfare of all residents of the City by <br /> 7 reducing unnecessary personal motor vehicle travel, noise and pollution and by <br /> 8 promoting improvements in air quality, the convenience and attractiveness of urban <br /> 9 residential living, and the increased use of public mass transit facilities available now <br /> 10 and in the future. The public welfare will also be served by ensuring a more stable and <br /> 11 valuable property tax base in order to generate the revenues necessary to provide <br /> 12 essential public services; and <br /> 13 WHEREAS, long-term commuter parking in neighborhoods and other residential <br /> 14 areas can restrict the delivery of necessary services to the residents of such areas, <br /> 15 promote double-parking by occupants, visitors and service personnel and otherwise <br /> 16 require unsafe conditions in those areas; and <br /> 17 WHEREAS, the burden imposed upon the residents of neighborhoods and other <br /> 18 residential areas where commuter parking is prevalent is a burden not common to all <br /> 19 persons in all areas of the City; and <br /> 20 WHEREAS, the aforementioned factors establish that the public interest is <br /> 21 threatened, and that the public safety, peace, good order, comfort, convenience, health <br /> 22 and welfare compel additional regulation of on-street parking; <br /> 23 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 24 Section 1: Residential Permit Parking Zones. <br /> 25 The Traffic Engineer shall perform or cause to be performed, either on his own <br /> 26 initiative or by request from citizens potentially affected, a thorough impact analysis, <br /> 27 including the number of available on-street and off-street parking spaces, occupancy of <br /> 28 on-street spaces by neighborhood residents, occupancy of on-street spaces by persons <br /> 29 not residents of that neighborhood and the number of vacant on-street parking spaces, <br /> 30 <br /> 31 <br /> 32 Page -2- <br />
