1 and pursuant to such analysis the Traffic Engineer under the direction of the City <br /> 2 Engineer and subject to the approval of the Director of Public Works shall designate and <br /> 3 establish zones in which residents shall be allowed by permit to park on-street beyond <br /> 4 the posted time-limit restrictions, as provided for in Sections 4 through 14 of this <br /> 5 ordinance. <br /> 6 The use and effects of such permit zones shall be closely monitored and <br /> 7 evaluated by the Traffic Engineer and periodic reports shall be provided to the City <br /> 8 Council. <br /> 9 Section 2: Traffic Engineer - Authority. <br /> 10 The Traffic Engineer is hereby empowered, in addition to those powers granted in <br /> 11 Ordinance No. 459-77 (EMC 46.08.020) or elsewhere by state or local law, to designate <br /> 12 and establish zones in which residents shall be allowed by permit to park on-street <br /> 13 beyond the posted time-limit restrictions as provided for in this ordinance, and to <br /> 14 establish time-limit regulations for those zones. <br /> 15 Section 3: City Clerk - Authority. <br /> 16 The City Clerk is hereby empowered, in addition to those powers granted by <br /> 17 Charter, local or state law, to issue permits for residential on-street parking upon <br /> 18 application in accordance with the provisions of this ordinance. <br /> 19 Section 4: Designation of Residential Permit Parking Zones. <br /> 20 Upon written request of residents of dwellings in the area to be studied, or upon <br /> 21 his own initiative, the Traffic Engineer shall evaluate the necessity of designating the <br /> 22 neighborhood studied as a residential permit parking zone. If the evaluation shows that <br /> 23 (1) twenty-five percent of the dwelling units have less than two off-street parking <br /> 24 spaces, (2) on the average fifty percent of the available on-street parking is occupied <br /> 25 during the daytime, (3) fifty percent of the on-street parking spaces occupied during the <br /> 26 daytime are occupied by vehicles of persons not residents of that neighborhood, or if the <br /> 27 area is already posted with a general on-street parking time limit such conditions shall <br /> 28 be presumed, the Traffic Engineer shall recommend to the City Engineer and Director <br /> 29 of Public Works that the area studied be designated a residential permit parking zone. <br /> 30 <br /> 31 <br /> 32 Page -3- <br />
