2. In advancing the general purposes of the Zoning Ordinance and <br /> the Comprehensive Plan, the specific intent of this Chapter is: <br /> a. To restrict or prohibit uses which are dangerous to <br /> health, safety or property in times of flood or cause <br /> excessive increases in flood heights or velocities. <br /> b. To require that uses vulnerable to floods including public <br /> facilities which serve uses, shall be protected against <br /> flood damage at the time of initial construction. <br /> c. To protect individuals from buying lands which are unsuited <br /> for intended purposes because of flood hazard. <br /> d. To meet the minimum requirements of the National Flood <br /> Insurance Program. <br /> B. DEFINITIONS <br /> 1. Flood Fringe means the portion of the regulatory flood plain <br /> beyond the limits of the floodway. Flood waters in this area <br /> are usually shallow and slow moving. Development is permitted <br /> in the flood fringe if protected from the water of the 100-year <br /> flood. <br /> 2. Flood Plain means the land adjacent to a body of water which <br /> has been or may be hereafter covered by flood water. The extent <br /> of the flood plain may vary with the frequency of flooding being <br /> considered. The United States Corps of Engineers in meeting the <br /> minimum requirements of the Federal Flood Insurance Program <br /> determines the 100-year flood as the frequency of flooding. <br /> -2- <br />
