3. Flood Proofing means a combination of structural provisions, changes, <br /> or adjustments to properties and structures subject to flooding <br /> primarily for the reduction or elimination of flood damage to <br /> properties, water and sanitary facilities, structures and contents <br /> of buildings in a flood hazard area. <br /> 4. Flood Zone Permit means the permit required for development activity <br /> not requiring a shoreline permit, yet located in a flood hazard area. <br /> This would be reviewed along with the normal building permit review <br /> process. <br /> 5. Floodway means the channel of a river or other water course and adjacent <br /> land areas that must be reserved in order to discharge the base flood <br /> without commulatively increasing the water surface elevation more <br /> than one foot. <br /> 6. Obstruction means any dam, wall, wharf, embankment, levee, dike, pile, <br /> abutment, projection, excavation, channel rectification, bridge, conduit, <br /> culvert, building, wire, fence, rock, gravel, refuse, fill, structure <br /> or matter, in, along, across, or projecting into any channel, water- <br /> course or regulatory flood hazard area which may impede, retard or <br /> change the direction of the flow of water, either in itself or by <br /> catching or collecting debris carried by such water, or that is <br /> placed where the flow of water might carry the same downstream to <br /> the change of life or property. <br /> 7. One Hundred Year Flood means a flood of such magnitude which occurs <br /> on the average once in any 100 year period, or which has a one in one- <br /> hundred chance of occurring in any year. <br /> 8. Reach means a longitudinal segment of a stream or river. A reach will <br /> generally include the segment of the flood hazard area where flood <br /> -3- <br />
