f ♦ 1 I ORDINANCE NO. 5...24— 7f AN ORDINANCE creating a special construction fund entitled THORNTON A. SULLIVAN (SILVER LAKE) PARK IMPROVEMENTS, PHASE I , and appropriating $243,000 for the design and construction of the improvements included under this designation WHEREAS, the City Council of the City of Everett is aware of the rundown and underdeveloped condition of Thornton A. Sullivan Park located on Silver Lake; and WHEREAS, the City Council is also aware of the potential growth of the residential areas adjacent to and in the vicinity of Silver Lake which will result in an increasing demand for recreational facilities; and WHEREAS, the City Council has indicated the high priority for the Thornton A. Sullivan Park capital improvements necessary to achieve goals as stated in the Parks and Open Spaces Plan (Pg. 29, Items 49 - Silver Lake Remodel and 50 - Silver Lake Expansion) and adopted by Council in January, 1974; and WHEREAS, on November 1 , 1977 the City did submit to the State of Washington Interagency Committee for Outdoor Recreation a project prospectus for funding the design, preparation of plans specification, cost estimate, right-of-way acquisition and construction of the projects included in the agenda for Thornton A. Sullivan (Silver Lake) Park Improvements Phase I; and WHEREAS, the Interagency Committee for Outdoor Recreation did approve the project in the total amount of $200,000 (IAC $150,000/ City $50,000) conditional upon the closure and vacation of Silver Lake Road between 14th Avenue S.E. , and West Ibberson Drive at an expense other than the approved park improvement project, NOW, THEREFORE BE IT ORDAINED THAT: Section 1 : A special construction fund is hereby established as Fund No. 325 entitled "Thornton A. Sullivan (Silver Lake) Park Improvements, Phasel" for the design, construction and associated activities required to construct the improvements defined in the following sections: Section 2: Authorization is hereby given to provide for construction and purchase of improvements to Thornton A. Sullivan Park, located on Silver Lake in the southern part of the city east of Interstate 5. Park construction improvements will include a public address system, a bath house, a waterfront control facility and other minor items. Street improvements will include a cul-de-sac on Silver Lake Road, channelization and traffic control device improvements to 14th Avenue S.E. and 112th Street S.E. , pedestrian safety for Silver Lake Road. Purchases will entail a dock facility, day camp shelters and picnic equipment.
