Section 3: Authorization is hereby given if necessary, to select and negotiate an agreement with a consulting architect and an engineering firm to do preliminary design preparation of construction plans, specifications and cost estimate for construction of the park improvements. Section 4: The City Engineer of the City of Everett under administration of the Mayor is hereby given the responsibility of providing for the design and construction of the improvements as defined herein. Section 5: The City Treasurer of the City of Everett is hereby authorized to issue construction warrants as funds are required, but not to exceed $243,000 to a local bank for interim construction financing at a reasonable rate of interest. Section 6: A. The sum of $243,000 is hereby appropriated to Fund 325: "Thornton A. Sullivan (Silver Lake) Park Improvements, Phase I" for the purposes herein specified, in the following manner: 1 . Program 713 - Thornton A. Sullivan Park Improvements , Phase I - Equipment Purchases $77,500 2. Program 714 - Thornton A. Sullivan Park Improvements , Phase I - Design and Con- struction 122,500 3. Program 715 - Thornton A. Sullivan Park Improvements, Phase I - Streets 43,000 TOTAL APPROPRIATION $243,000 B. The source of funds for these appropriations shall be as follows: 1 . Program 713 - Thornton A. Sullivan Park Improvements, Phase I - Equipment a. Grant from Interagency Committee for Outdoor Recreation ( IAC) $ 44, 500.00 b. Fund 198 - Community Development Block Grant Funds 33,000.00 Total $ 77, 500.00 2. Program 714 - Thornton A. Sullivan Park Improvements, Phase I - Construction a.
