1 Section 1: That a proposition be submitted to the voters of the City of <br /> 2 Everett for the September 19, 1978, Primary Election which, if approved by a majority <br /> 3 of the voters voting thereon, would impose a Sales and Use Tax within the City of <br /> 4 Everett and in accord with the provisions of R.C.W. 82.14 and City Ordinance at a rate <br /> 5 not to exceed three-tenths of one percent of the selling price (in the case of a Sales <br /> 6 Tax) or value of the article used (in the case of a Use Tax) and shall not exceed the rate <br /> 7 authorized in the proposition approved by the voters unless such increase be similarly <br /> 8 approved, the proceeds of which are to be used for the operation, maintenance or <br /> 9 capital needs of the Everett Transit System. That the above-mentioned Sales and Use <br /> 10 Tax is hereby established, subject to voter approval, with an effective date of January <br /> 11 1, 1979. <br /> 12 Section 2: That said proposition should further provide, if approved by a <br /> 13 majority of the voters voting thereon, that the Household and Employee Excise Tax <br /> 14 imposed by the City of Everett for Everett Transit purposes, be repealed as a result of <br /> 15 said approval. That Section 2 of Ordinance No. 45-69 of the City of Everett, relating to <br /> 16 the imposition of said Household Excise Tax, is hereby repealed conditioned upon the <br /> 17 above-mentioned proposition; provided, however, that in the event said proposition is <br /> 18 approved by the voters, that this repealing provision shall not take effect until the <br /> 19 effective date of the Sales and Use Tax; and provided further that in the event said <br /> 20 proposition is not approved by the voters that Section 2 of Ordinance No. 45-69 and the <br /> 21 Household and Employee Excise Tax imposed thereby shall remain in full force and <br /> 22 effect. <br /> 23 Section 3: This ordinance shall be referred to the voters of the City of <br /> 24 Everett in the manner required by law at an election to be held in the City of Everett <br /> 25 on the 19th day of September, 1978, in accordance with all applicable laws. For the <br /> 26 purpose of submitting this ordinance to the voters of the City for their ratification or <br /> 27 rejection, the proposition shall be placed on the ballot by means of a ballot title and <br /> 28 proposition which shall read as follows: <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br />
