ORDINANCE NO. ' 7 - 7g <br /> An Ordinance establishing Flood <br /> Plain Zoning Regulations and Amending <br /> Ordinance 3572 <br /> WHEREAS, the City of Everett agreed with the U.S . Depart- <br /> ment of Housing and Urban Development to participate in National <br /> Flood Insurance Program, and <br /> WHEREAS, the City agreed to develop land use controls <br /> to regulate future development in flood hazard areas in order to <br /> participate in the National Flood Insurance Program, and <br /> WHEREAS, the Planning Commission of the City of Everett <br /> held a public hearing on March 8 , 1978 , and recommended to the <br /> City Council that the Flood Plain Zoning Regulations be adopted, <br /> and <br /> WHEREAS, the City Council of the City of Everett <br /> approved said recommendations, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That Everett Municipal Code 19 . 11 Flood Plain Zoning <br /> shall read as follows : <br /> A. DECLARATION OF PURPOSE <br /> 1. The purpose of these regulations is to protect the public <br /> health, safety and welfare in areas subject to periodic <br /> inundation due to flooding. Recognizing the fact that <br /> the Snohomish River periodically carries more than the <br /> normal flow of water and recognizing a desire to minimize <br /> loss of life and property. These regulations control <br /> the uses and regulate structures consistent with the <br /> degree of flood hazard. A <br /> 2. In advancing the general purposes of the Zoning Ordinance <br /> and the Comprehensive Plan, the specific intent of this <br /> Chapter is: <br /> a. To restrict or prohibit uses which are dangerous <br /> to health, safety or property in times of flood <br /> or cause excessive increases in flood heights or <br /> velocities. <br />
