To require that uses vulnerable to floods including <br /> public facilities which serve uses, shall be pro- <br /> tected against flood damage at the time of initial <br /> construction. <br /> c. To protect individuals from buying lands which <br /> are unsuited for intended purposes because of flood <br /> hazard. <br /> d. To meet the minimum requirements of the National <br /> Flood Insurance Program. <br /> B. DEFINITIONS <br /> 1 . Flood Fringe means the portion of the regulatory flood <br /> plain beyond the limits of the floodway. Flood waters <br /> in this area are usually shallow and slow moving. Develop- <br /> ment is permitted in the flood fringe if protected from <br /> the water of the 100-year flood. <br /> 2. Flood Plain means the land adjacent to a body of water <br /> which has been or may be hereafter covered by flood <br /> water. The extent of the flood plain may vary with <br /> the frequency of flooding being considered. The United <br /> States Corps of Engineers in meeting the minimum re- <br /> quirements of the Federal Flood Insurance Program deter- <br /> mines the 100-year flood as the frequency of flooding. <br /> 3. Flood Proofing means a combination of structural pro- <br /> visions, changes, or adjustments to properties and <br /> structures subject to flooding primarily for the reduction <br /> or elimination of flood damages to properties, water <br /> and sanitary facilities, structures and contents of <br /> buldings in a flood hazard area. <br /> -2- <br />
