• ORDINANCE NO. 4‘179 77 AN ORDINANCE creating a special construction fund entitled "City Hall Remodel Construction Fund" ; authorizing the demolition of the existing Haskell Building and the construction of a parking lot in its place; the replacing and repair of sidewalks in the city hall block; the remodel of the entire existing city hall; moving of all existing city personel and equipment into temporary quarters and then back into the remodeled city hall , auth- orizing repair of the alley within the block; deleting any previous funds for city hall remodel; and authorizing the appropriation of $2 , 000 , 000 for this construction. WHEREAS, the city of Everett City Council did submit an application to the U.S. Department of Commerce, Economic Development Adminis- tration for grant of two million dollars ($2 , 000 , 000) under the Local Public Works Capital Investments Act to remodel the exist- ing city hall on October 22 , 1976 and amended June 22 ,1977 WHEREAS, the Economic Development Administration did grant the city of Everett' s application on August 26 , 1977 WHEREAS, the city did enter into an agreement with the Everett School District #2 for the lease of the Roosevelt school as a temporary city hall WHEREAS, the city did contract with Bryant, Butterfield and Frets, P.S. to prepare the construction documents October 6, 1976 WHEREAS, the council did authorize call for bids on the Haskell Building demolition September 28 , 1977 WHEREAS, the council did provide assurances to EDA on compliance to federal applicable regulations and national goals in the ex- penditure of the frant funds NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN THAT : Section 1. A special construction fund is hereby established as Fund No. 308 entitled "City Hall Remodel Construction Fund" for the design, construction, necessary demo- lition, relocation of personnel and associated activ- ities required to provide the improvements defined in the following sections.
