ORDINANCE NO. I/G3 .- 77 <br /> AN ORDINANCE creating a special construction fund <br /> entitled "Garfield Neighborhood Improvements"; <br /> authorizing the construction of improvements to <br /> the Garfield Neighborhood Park, general street <br /> improvements to portions of 22nd Street, sidewalk <br /> improvements along sections of 19th Street and <br /> 22nd Street, and general sidewalk repairs in the <br /> central and eastern part of the Garfield area; <br /> authorizing the development of a master plan for <br /> the Garfield and Riverdale Neighborhood parks; <br /> authorizing the contracting with the Everett School <br /> District for purchase of materials and installation <br /> of improvements to the Garfield School Mini-park; <br /> authorizing the appropriation of $160,000 for these <br /> improvements. <br /> WHEREAS, the City Council has recognized the need to improve public <br /> facilities in the Garfield Neighborhood; and <br /> WHEREAS, the City Council has allocated from the 1976 and 1977 <br /> Community Development Block Grants $160,000 to begin making these needed <br /> improvements; and <br /> WHEREAS, the Garfield Neighborhood residents were asked to specify <br /> their priorities for expenditure of the Block Grant funds; and <br /> WHEREAS, the Garfield Neighborhood Improvement Committee was formed <br /> to involve neighborhood residents in expressing these priorities; and <br /> • <br /> WHEREAS, a number of neighborhood meetings have been held, and on <br /> May 24, 1977, the Garfield Neighborhood Improvement Committee held a <br /> neighborhood wide meeting where residents voted on the improvements to <br /> be recommended to City Council; and <br /> WHEREAS, the Everett City Council approved Resolution No. 1309 <br /> on June 15, 1977, which provided for the following improvements: <br /> a. Install new sidewalks on south side of 19th Street <br /> from Summit to Walnut; <br /> Install new sidewalk on 22nd Street from Cedar to <br /> Baker; <br /> Improvements to 22nd Street from Pine to Cedar to <br /> include paving and widening the street, construct <br /> curbs on both sides and install new sidewalk on <br /> south side; <br /> Sidewalk repair in the Central Garfield Area (Pine <br /> Street to freeway, including Pine Street) ; <br /> Sidewalk repair in East Garfield area (freeway to <br /> East Grand) ; <br /> Improvements to 22nd Street from Walnut to State <br /> including paving and widening street, constructing <br /> curbs on both sides, and installing a new sidewalk <br /> on one side; <br />
