Section 7. FILING OF ORDINANCE. Incident to the adoption of the MTO by reference, by this ordinance, copies of the text of the adopted MTO and of other adopted statutes shall be filed as required by RCW 35.21.180 for use and examination by the public. Section 8. REPEAL. Ordinance No. 123-71, 128-71, 141-71, 155-71, 159-71, 170-71, 196.72, 210-72, 262-73, 294-74, 364-75, 393-76, 434-77, and all ordinances or parts of ordinances in conflict here- with are hereby repealed. Section 9. EXISTING ORDINANCES NOT REPEALED. Ordinance No. 366-75, "Alley Service Parking Permits", is not repealed and shall remain in full force and effect. Section 10. EFFECT ON EXISTING RIGHTS. The repeal by this code of any existing ordinance shall not revive any former ordinances heretofore repealed, nor affect any right existing or accrued, or any action or proceeding already taken, except as in this code provided. Section 11. EXISTING PERMITS TO REMAIN IN FORCE. Except as otherwise provided herein, all permits lawfully issued under the provisions of any ordinance repealed by this code shall remain in force and effect until the expiration thereof, unless sooner surrendered or revoked; subject, however, to all other provisions of this code. Section 12. FALSE REPRESENTATION PROHIBITED. It is unlawful and a violation of this code to make a false statement or representation in any application, statement or report required by this code to be made. Section 13. SEVERABILITY CLAUSE. If any provision of this ordinance or its application to any person or curcumstance is held invalid, the remainder of the ordinance, or the application of the provision to other persons or circumstances is not affected. Section 14. EFFECTIVE DATE. This ordinance shall take effect from and after the "73nwday of ,,ji 97 .7 • Section 15. GENERAL PENALTIES. A. Any person who shall violate or fail to comply with any of the provisions of the MTO, or who shall counsel, aid or abet any such violations or failure to comply, except violations for which penalties are specifically provided, shall be deemed guilty of a traffic offense, and upon a finding of guilty, where no other penalty or punishment is provided, shall be punished by a fine in any sum not exceeding $500.00. B. Provided, however, that any person who shall violate or fail to comply with provisions of: 1. RCW 46.20.420, Driving on a Suspended License. 2. RCW 46.52.010, Duty on Striking Unattended Car or Other Property. 3. RCW 46.52.020, Duty in Case of Injury to or Death of Person or Damage to Attended Vehicle. 4. RCW 46.61.500, Reckless Driving.
