2. The City Council of the City of Everett, may by <br /> resolution, after study and report by the City <br /> Engineer and recommendation by the Mayor: <br /> Close or authorize closure, of any street or portion <br /> thereof to any or all traffic, on a temporary bads. <br /> Establish parking meter zones, and prescribe the <br /> maximum lengths of time for which vehicles may park <br /> in the parking meter zone; <br /> Designate street or alley areas where stopping, <br /> standings, or parking shall be regulated, restricted, <br /> or prohibited. <br /> Alter the speed limit on any street from the established <br /> limits. <br /> Establish bus and taxi zones which shall be appropriately <br /> marked and maintained and shall be subject to the <br /> restrictions and provisions of this title relating to <br /> such zones. <br /> Establish funeral zones along the curb in any street <br /> adjacent to funeral parlors or churches for the purpose <br /> of relieving the congestion of traffic attendant to <br /> funeral services. <br /> Establish along the curb in any street near the <br /> municipal building, the fire stations, other City <br /> buildings and installations and at such other places <br /> as may be reasonably necessary, restricted parking <br /> zones for the purpose of facilitating the work of the <br /> police, fire and other departments of the City, <br /> Designate any streets, parts of streets, or specific <br /> lanes thereon upon which vehicular traffic may proceed <br /> in one direction during a given period of time and the <br /> opposite direction during another period of the day on <br /> a permanent basis." <br /> Section 5. DISPOSITION OF TRAFFIC FINES AND FORFEITURES. All fines <br /> or forfeitures collected upon conviction or upon the forfeiture of <br /> bail of any person charged with a violation of any of the provisions <br /> of this ordinance shall be paid into the general fund of the City. <br /> Section 6. OFFICIAL MISCONDUCT. Failure, refusal, or neglect on the <br /> part of any judicial or other officer or employee receiving or having <br /> custody of any such fine or forfeiture of bail, either before or after <br /> a deposit in said general fund, to comply with the provisions of <br /> Section 4 shall constitute misconduct in office and shall be grounds <br /> for removal therefrom, provided appropriate removal action is taken <br /> pursuant to state law relating to removal of public officials. <br />
