ORDINANCE NO. 41441,0 7 7 <br /> AN ORDINANCE creating a special construction fund <br /> entitled Golf Course Irrigation Construction fund; <br /> authorizing the City Engineer to provide design and <br /> construction of a fully automatic irrigation system <br /> at Legion Memorial and Walter E. Hall Memorial Golf <br /> Courses; authorizing the appropriation of $350,000 <br /> for this design and construction; authorizing the <br /> financing of this improvement by the sale of Revenue <br /> Warrants, Revenue Sharing Contributions, and the <br /> transfer of funds from the Cumulative Reserve Park <br /> Construction Fund in the total amount of $350,000. <br /> Also authorizing an increase of the golf course fees <br /> to retire the indebtedness. <br /> WHEREAS , it is of vital interest to the City to provide wholesome out- <br /> door recreation to its citizens; and <br /> WHEREAS, the sport of Golf has long been recognized as a positive con- <br /> tributor for the enhancement of good mental and physical health; and <br /> WHEREAS, the City has committed itself to the ownership and operation <br /> of the two golf courses within the City of Everett; and <br /> WHEREAS, it is of interest to the City to operate these Golf Courses <br /> as cost effectively as possible; and <br /> WHEREAS, it is also of interest to take every advantage of the improved <br /> technology available to the City and to improve the golf course facilities <br /> whenever possible; and <br /> WHEREAS, the "Walter E. Hall Memorial and Legion Memorial Golf Course <br /> Irrigation Report" which culminates a lengthy study by the Parks and Rec- <br /> reation Board and City staff, recommends the need for a major improvement <br /> in the irrigation system at the City golf courses; and <br /> WHEREAS, the Parks and Recreation Board on October 26, 1976, January <br /> 25, 1977 and February 10, 1977 approved the proposed improvement as de- <br /> scribed in the "Walter E. Hall Memorial and Legion Memorial Golf Course <br /> Irrigation Report" ; and <br /> WHEREAS, the City of Everett Budget and Finance Committee on February <br /> 15, 1977 did recommend that the improvements be funded by the following <br /> method: <br /> $150,000 appropriation from Federal Revenue Sharing Fund #199; <br /> $ 40,000 appropriation from Cumulative Reserves for Parks Fund #148; <br /> $160,000 by the sale of Revenue Warrants. <br />
