• • • , NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN THAT: Section 1: Authorization is hereby given to provide for the construction of a fully automatic, green, tee and fairway irrigation system at the City's golf courses as follows: a. Legion Memorial Golf Course: The improvement shall consist of a complete replacement of the existing water mains plus new automatic "pop-up" sprinkler heads, pump, installation of electrical wiring and conduit and an automatic system for controlling the irrigation cycles. b. Walter E. Hall Memorial Golf Course: The improvement shall consist of replacing the existing quick coupler sprinkler heads with automatic "pop-up" type sprinkler heads, instal- lation of electrical wiring and conduit, and adding a new automatic system for controlling the irrigation cycles . Section 2: Authorize a special construction fund to be established known as Fund No. 313 - Golf Course Irrigation Construction Fund. All revenue and expenditures for design, construction and as- sociated activities required to construct the improvements shall be recorded in this fund. Section 3: Should the Council grant golf course greens fees rate increases, said increases shall be apportioned as follows : 62.5/ of any increase shall be used to pay for the redemption of revenue warrants issued to complete the project. 12.5/ of any increase shall be added to the golf course maintenance and operations budget, and 25% placed into the Golf Course Contingency Fund for additional capital improvement. Section 4: The City Engineer of the City of Everett under the adminis- tration of the Mayor is hereby given the responsibility of providing for the design and construction of the improvements as defined herein. Section 5: The total estimated cost of the improvements herein authorized is $350,000 which shall include all cost of design, plan and specification preparation, construction and associated costs. Section 6 : The City Treasurer of the City of Everett is hereby authorized to issue construction warrants not to exceed $160,000 to a local bank for interim construction financing at a reasonable rate of interest.
