ORDINANCE NO. 439-77 <br /> AN ORDINANCE providing for the appropriation of <br /> $100, 000 to Funds 031, 110 , 120 and 430 for addi- <br /> tional expense during seven-month period of non- <br /> meter use and providing angle parking; providing <br /> for non-use and non-enforcement of parking meters <br /> between April 1, 1977 , and November 1, 1977; calling <br /> for a resolution to place angle parking on certain <br /> streets in the CBD; calling for a resolution to <br /> establish parking time restrictions in and around <br /> the CBD; and setting new fines to be levied for <br /> parking violations . <br /> WHEREAS, the City of Everett did in July of 1972 adopt the <br /> "Everett Community Plan" prepared by Lawrence Halprin and <br /> Associates as a planning guide for the city; and <br /> WHEREAS , the "Everett Community Plan" does indicate the <br /> need to provide adequate and convenient parking; and <br /> WHEREAS, the Consultant that developed the conceptual plan <br /> for the Revitalization of Everett Center did in January, <br /> 1974 recommend that a parking demand study be undertaken <br /> which would provide a method of "free parking" in the <br /> CBD, and <br /> WHEREAS , in March, 1975 the City Council did resolve to <br /> have the Mayor and his staff prepare a method for no pay <br /> parking; and <br /> WHEREAS, in June, 1975 the City Council received a report <br /> on a no pay parking system and further resolved that the <br /> Mayor and his staff work with the business community in <br /> refining this proposal; and <br /> WHEREAS, in November of 1976 a program was presented by <br /> "Action Everett" for this free parking system; and <br /> WHEREAS, the City Council on November 22 , 1976 , did hold <br /> a public hearing on that program and deferred action for <br /> 90 days; and <br /> WHEREAS, in February of 1977 a proposal was received to <br /> remove the parking meters on a trial basis, install angle <br /> parking on the one-way streets and increase parking <br /> violation fines; and <br /> WHEREAS, the Transportation Advisory Committee at meetings <br /> of February 15, 1977 , and February 22, 1977 did review the <br /> parking situation in the CBD and does recommend to the <br /> Mayor and City Council that 1) parking time limitation be <br /> established in Primary Retail Zone as one-hour and Secon- <br /> dary Retail Zone or two-hour, and 2) (To be completed <br /> later) . <br />
