• NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT DOES ORDAIN THAT: Section 1 : That $100, 000 shall be appropriated for the purpose of offsetting additional expense and loss of revenue resulting from a seven-month observance period of non-use of parking meters within the City of Everett and to provide angle parking on certain streets in the CBD. A. Appropriation to: 1. Fund 031 Prog 104 - Police (enforcement) $21, 450 2. Fund 120 Prog 108 - Streets (meter adjustment and rechannelization) 31, 250 3. Fund 430 Prog 117 - Everpark Garage (bond adjustment) 45, 900 4 . Fund 110 - Library (lot rental) 1, 400 TOTAL $100, 000 B. Source of Funds : 1. Fund - General Shared Revenue $100, 000 Section 2 : That a Resolution be prepared for Council action which will require the hooding, removal or otherwise signing of all parking meters within the City for the purpose of ob- serving a seven-month period of non-use and non-enforcement of the parking meters as controls for parking turn-over be- tween April 1, 1977 and November 1, 1977 . Section 3 : That a Resolution be prepared for Council action which will place angle parking on all streets within the CBD "Primary Retail Zone" and those streets in the CBD "Secondary Retail Zone" that are immediately adjacent to the primary zone except those streets that are considered to be major arterials or because of physical limitations cannot provide angle parking that could be safely utilized. Section 4 : That a Resolution be prepared for Council ac- tion which will establish parking time limitations in the CBD "Primary Retail Zone: as one (1) hour limits and the CBD "Secondary Retail Zone" as two (2) hour limits except for those special use zones within both these areas which have been so designated otherwise.
