2. Prior to issuance of any permits, the Applicant must pay a traffic mitigation fee of <br />S10,189 per the Interim Traffic M�tigadon Ordinance No. 1670-89, as amended. <br />(SEPA Transportation Policies) <br />3. Pedestrian walkways must be provided for access from the building entrances to the <br />sidewalks on 75th Street and Evergreen Way, and sha11 provide tor efficient and <br />convenient movement on-site. (SEPA Transportation Policies) <br />4. A solid, sight-obscuring fence a[ least five feet in height must be placed along the east <br />property line adjacent to the existing single-family residence. "Che purpose of this <br />requ�rement is to reduce impacts of light and glare resulting from vehicle headlights <br />shmmg on the residence. (SEPA Land and Shoreline Use Policies). <br />5. Evergreen Way is designated as a"Gateway" corridor in the City's General Plan. The <br />General Plan states, "Because Everett wants to develop and promote an attractive <br />image, all entry corridors into the City should be designated as "Gateways" and <br />standards should be applied to developments along such "Gateways" relaung to <br />building design, landscaping, signage, outdoor storage and other aesU�etic <br />considerations that will serve to upgrade Everett's image." To meet the intent of the <br />policy, the following requireme.ats must be met: <br />a. parks ffDe�parrmente Street trees must be plantcd 'at 20 fce on centPer; specie�the <br />must be selec;ted from the approved street tree !ist for Evergreert Way. An area five feet in width of additional ri�ht-of-way is to be dedicated to the City for <br />street purposes along the north side of 75th Street across the property's frontage, m <br />order that the public improvements are located off private property. Frontage improvements on Evergreen Way musc be per City Design Standards; the <br />Evergreen VGay policy requ'ves 41 feet from centerline to face of curb and a siz-foot <br />sidewalk. The curb radius at the intersection of Evergreen Way and 75th Street S.E. <br />must be the mazimum that can be installed withost reqmnng relocation of the signal <br />pole. The pedestrian push-button poles will have to be reioca�. (SEPA <br />Transportadon Policies) <br />8. The driveway on Evergreen Way must be shared with the adjacent �:operty to the north <br />(Mr. Bill's).
