Mitigation of Adverse Impacts by SEPA <br />A tra�c mitigation fee shail be paid prior to building permit issuance per the City's <br />Interim Traffic Mitigation Ordinance. (SEPA Transportation Policies) <br />Any grading/fill on this site shall be done so as to not impact the surrounding <br />properties. (SEPA Earth, Land and Shoreline Use Policies.) <br />3. Evergreen Way is designated as a"Gateway" corridor in the City's Comprehensive <br />Plan and the design oF sites, buildings, landscaping and signs which are developed <br />on properties abutting the designated gateway corridor should be of a quality that <br />upgrades and enhances the aesthetic character of the City in general and the <br />immediate area in particular. The City sha�' work with property and business <br />owners along gateway corridors to develop and implement streetscape <br />improvement plans both within the public right-of-way and on properties abutting <br />the right-of-way. To meet the intent of the policy, landscaping in excess of Type III <br />standards must be provided along Evergreen Way. Recent projects that meet <br />gateway's landscaping standards are the Boeing Credit Union site on Evergreen <br />Way, Costco on 19�r' Ave. SE., Lowe's on Hewitt Ave., and K-Mart on Evergreen <br />Way. (SF_PA Land and Shoreline Use Policies.) <br />4. All outdoor loudspeakers must be placed on the easi side of the building, away <br />from residentially zoned area (R-1). (SEPA Land and Shoreline Use and <br />Environmental Health Policies) <br />The lead agency for this proposal has determined that it does not have a probabie <br />significant adverse impact on the environment. An Environmental Impact Statement is <br />not required under RCW 43.21 C.030(2)(c). This determination assumes compliance <br />with State law and City ordinances related to general environmental protection including <br />but not limited to right-of-way improvement requirements, drainage, etc. This <br />information is on file with the lead agency. This information is available to the public on <br />request. This Mitigated Determination of Non-Significance is specifically conditioned on <br />compliance with the conditions attached hereto �vhich are incorporated by reference as <br />if fully set forth herein. <br />The proposed MDNS is issued under 197-11-355. The City as lead agency has <br />determined that significant adverse environmental impacts are unlikely; therefore <br />through the optional DNS process, comments must be submitted by September 22, <br />2001 or fourteen (14) days after the date shown on the notarized copy of the notice of <br />posting, whichever date is later. <br />
