9. Per City standards, a temporary construction chainlink or <br />solid wooden fence a minimum of four (4) feet high must be <br />placed along the edge of the defined limits of <br />environmentall� sensitive areas, including the buffers, <br />prior to the initiation of any land alteration activities on <br />the site. (SEPA Water and Plant and Animal Policies) <br />10. Developmen� of the sita must not adversely affect the <br />hydrology of the site's bio-swale areas, including surface <br />and subsurface flows. The quantity and rate of water <br />entering the bio-swale areas must be determined for current <br />conditions. Under developed conditions, a similar rate and <br />quantity of roof drainage or treated runoff must continue to <br />be discharged to the bio-swale areas. Prior to applicution <br />for building permits and plan review by the Public Works <br />Department, a characterization of the hydrology of property <br />adjacent to this project �hat may be affected by the <br />development of this site must be submitted to and approved <br />by the Planning and Public Works Departments. (SEPA Water <br />and Plant and An.imal Policies) <br />11. In order to minimize erosion, any spoil piles must be <br />covered with plastic sheeting or other impervious covering <br />staked to the ground or anchored with rocks or sandbaqs. <br />Berms, earthen or otherwise, should be constructed at the <br />perimeter of excavated areas to prevent adjacent site rutioff <br />from entering the excavations. If contamination of the surrounding soils is discovered, and <br />remediation will take place, an erosion control plan must be <br />submitted for approval by the Public Works Department. <br />(SEPA Earth and Water Policies) <br />13. Special charges for connection to the sewer and water <br />systems in accordance with Ordinance 1171-85 and subsequent <br />revisiun are applicable. These charges are based on <br />projacted water usage and can be substantial. The applicant <br />is encouraged to obtain a copy of the Ordinance and <br />determine estimated charges prior to building permit <br />application. The actual charges shall be compnted by the <br />Public Works Department per the ordinance in effect at the <br />time and according to the information on the approved plans <br />at the time of building permit issuance. (SEP� Public <br />Services and Utilities Policies) <br />14. The existing side-sewer for this site discharges to a <br />grinder pump at the adjacent auto shop. A common side-sewer <br />now conveys sewer flow to Evergreen Way. A separate side <br />sewer to eliminate this combined use will be required for <br />this proposal.
