City of Everett—Ryan Sass Proposal No.: 18-224-FP-1 <br /> September 17, 2018 Page 2 <br /> The purpose of this Memo is to document a possible specific methodology to support a revision and update <br /> of the current impact fee.The proposed methodology is based on the following elements: <br /> • Identify increase in person trips forecast by the Puget Sound Regional Council through 2040. <br /> • Identify the cost of local responsibility projects in the City's adopted Capital Facilities Plan. This <br /> would include establishing which existing deficiencies in the system that cannot be part of the cost <br /> fee basis and which improvements are needed due to future development. <br /> • The range of responsibility to be borne by new development. <br /> • Identify a recommended mitigation fee per trip and/or per use (per unit or per SF of commercial <br /> building. <br /> Assumptions <br /> • No new count data needed <br /> • No new level of service methodology i.e., using the existing synchro intersection systems from <br /> existing city/WSDOT/County sources, i.e. the WSDOT/City Hardeson Corridor study;41'Street <br /> freight; city transportation element updates etc. <br /> • City staff to provide any updated city CIP project cost estimates (GTC would not be doing any cost <br /> estimating) <br /> • This proposal does not include permit fees, deviation,or additional meetings. <br /> Deliverables <br /> GTC can complete the study within 3-5 weeks after receiving your signed approval of this Letter of <br /> Agreement/Fee Proposal as your notice to proceed. Please note: Signed proposal is required before any <br /> work begins. <br /> Any additional work requested by the client beyond the scope of work described herein, will be as <br /> additional work and will not be performed without prior written authorization from the Client. GTC's <br /> current hourly billing rates are $200 hour for Edward Koltonowski, $170 hour for Brad Lincoln, $170 hour <br /> for Matt Palmer, $105 for Zachary Wieben, $90 Sarunas Farler, and $65 hour for Administrative Personnel. <br /> *Note: Hourly billing rates are subject to change upon a new year. <br /> Please call us at (425) 339-8266 if you have any questions or comments regarding this proposal.
