authorized to continue all activities authorized under the currently expired permit, <br /> if the jurisdictional health department has not rendered a decision on renewal by <br /> the yearly renewal date of the current permit. The permit renewal shall include <br /> information required under WAC 173-351-730(3)(b). <br /> 4. Reissuance <br /> Any owner or operator intending to continue construction,operation or post- <br /> closure beyond the permitted duration of a valid MSWLF permit must file a <br /> reissuance application at least ninety(90)days before the existing permit <br /> expires. <br /> 5. Modification <br /> a. The permittee intending to modify this permit must file a modification <br /> application at least thirty (30) days before the intended modification. A <br /> modification application must be made on forms authorized by the <br /> jurisdictional health department and the department. <br /> b. In order to allow for permit modifications to be authorized at the time of <br /> permit renewal, the permittee may combine the application required for a <br /> permit modification with the application required for a renewal permit at <br /> the time of permit renewal. <br /> 6. Suspensions and Revocations <br /> The jurisdictional health department may revoke this permit if the facility is <br /> being operated in violation of chapter 70.95 RCW, chapter 173-351 WAC or <br /> local ordinances governing solid waste disposal facilities. <br /> 7. Inspections <br /> Employees of the jurisdictional health department or their agents may enter <br /> upon, inspect, sample, and move freely about the premises of any MSWLF <br /> unit after presentation of credentials. <br /> 8. Alternative liner system <br /> The Klickitat County Health Department approved an alternative liner system <br /> on March 28, 2003. The alternative liner is specified in Section 4.2.4 of the <br /> Engineering Report included in the 2004 permit reissuance document dated <br /> December 2003, and in Appendix 4B of the Engineering Report included in <br /> the 2014 permit reissuance document dated October 2013. <br /> 9. Evapotranspirative alternative final cover <br /> The Klickitat County Health Department approved an evapotranspirative <br /> alternative final cover on January 4,2010. The evapotranspirative alternative <br /> final cover is specified in Appendix 4C of the Engineering Report included in <br /> the 2014 permit reissuance document dated October 2013. <br />
