The
project was constructed to generate advance mitigation that would offset future wetland impacts by projects
associated with the expansion of the WPCF and flood control dikes protecting the WPCF. As part of the
advance mitigation agreement the City is required to monitor the restoration site to demonstrate that the
project's goals were achieved. This contract, executed May 4, 2017,was originally for consultant services to
perform the Year 10 monitoring, document the project's success, and to facilitate closeout of the project
permits.
Amendment No. 1 is for a no-cost time extension of the contract to June 30, 2021 so that remaining budget
can be used for ongoing monitoring and documentation activities related to the restoration projects on Smith
Island. No change in the contract amount is being requested.
RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign Amendment No.
1 to the Professional Services Agreement with ICF International to extend the contract, at no additional cost
to the City. 41
