I <br /> I1 The higher wage rate, either State or Federal, becomes the minimum wage rate for <br /> 2 the work performed in that occupation. <br /> 3 <br /> 4 Contractors are responsible for determining the appropriate crafts necessary to <br /> 5 perform the contract work. If a classification considered necessary for performance <br /> 6 of the work is missing from the Federal Wage Determination applicable to the <br /> I 7 contract, the Contractor shall initiate a request for approval of a proposed wage and <br /> 8 benefit rate. The Contractor shall prepare and submit Standard Form 1444, Request <br /> 9 for Authorization of Additional Classification and Wage Rate available at <br /> I 10 http://www.wdol.gov/docs/sf1444.pdf, and submit the completed form to the <br /> 11 Engineer's office. No less than 15 <br /> 25 percent of project Labor Hours shall be performed by Apprentices. <br /> I 26 <br /> 27 Definitions <br /> 28 For the purposes of this specification the following definitions apply: <br /> I 29 <br /> 30 1. Apprentice is a person enrolled in a State-approved Apprenticeship <br /> 31 Training Program. <br /> 32 <br /> I33 2. Apprentice Utilization Requirement is the Apprentice labor hours expressed <br /> 34 as a percentage of the project Labor Hours. <br /> 35 <br /> II 36 3. Good Faith Effort (GFE) is used if the Contractor doesn't meet the <br /> 37 Apprentice Utilization Requirement. It describes the Contractor's efforts to <br /> 38 meet the Apprentice Utilization Requirement including but not necessarily <br /> 39 limited to the specific steps as described elsewhere in this specification. <br /> 40 <br /> 41 4. Labor Hours are the total hours performed by all workers receiving an <br /> I 42 hourly wage who are directly employed upon the project including hours <br /> 43 performed by workers employed by the Contractor and all Subcontractors. <br /> 44 Labor Hours do not include hours performed by foremen, superintendents, <br /> I 45 owners, and workers who are not subject to prevailing wage requirements. <br /> 46 <br /> 47 5. State-approved Apprenticeship Training Program is an apprenticeship <br /> 48 training program approved by the Washington State Apprenticeship <br /> I49 Council. <br /> 50 <br /> I <br /> N.
