I I1 The higher wage rate, either State or Federal, becomes the minimum wage rate for 2 the work performed in that occupation. 3 4 Contractors are responsible for determining the appropriate crafts necessary to 5 perform the contract work. If a classification considered necessary for performance 6 of the work is missing from the Federal Wage Determination applicable to the I 7 contract, the Contractor shall initiate a request for approval of a proposed wage and 8 benefit rate. The Contractor shall prepare and submit Standard Form 1444, Request 9 for Authorization of Additional Classification and Wage Rate available at I 10 http://www.wdol.gov/docs/sf1444.pdf, and submit the completed form to the 11 Engineer's office. No less than 15 25 percent of project Labor Hours shall be performed by Apprentices. I 26 27 Definitions 28 For the purposes of this specification the following definitions apply: I 29 30 1. Apprentice is a person enrolled in a State-approved Apprenticeship 31 Training Program. 32 I33 2. Apprentice Utilization Requirement is the Apprentice labor hours expressed 34 as a percentage of the project Labor Hours. 35 II 36 3. Good Faith Effort (GFE) is used if the Contractor doesn't meet the 37 Apprentice Utilization Requirement. It describes the Contractor's efforts to 38 meet the Apprentice Utilization Requirement including but not necessarily 39 limited to the specific steps as described elsewhere in this specification. 40 41 4. Labor Hours are the total hours performed by all workers receiving an I 42 hourly wage who are directly employed upon the project including hours 43 performed by workers employed by the Contractor and all Subcontractors. 44 Labor Hours do not include hours performed by foremen, superintendents, I 45 owners, and workers who are not subject to prevailing wage requirements. 46 47 5. State-approved Apprenticeship Training Program is an apprenticeship 48 training program approved by the Washington State Apprenticeship I49 Council. 50 I N.
