I <br /> 1 1 This section is supplemented with the following new subsection: <br /> 2 <br /> li 3 8-01.3(1)A1 Temporary Erosion and Sediment Control <br /> 4 A Temporary Erosion and Sediment Control (TESC) plan consists of a narrative section <br /> 5 and plan sheets that meets the Washington State Department of Ecology's Stormwater <br /> 6 Pollution Prevention Plan (SWPPP) requirement in the CSWGP.Abbreviated TESC plans <br /> I7 are not required to include plan sheets and are used on small projects that disturb soil <br /> 8 and have the potential to discharge but are not covered by the CSWGP. The contract <br /> 9 uses the term "TESC plan" to describe both TESC plans and abbreviated TESC plans. <br /> I10 When the Contracting Agency has developed a TESC plan for a Contract, the narrative <br /> 11 is included in the appendix to the Special Provisions and the TESC plan sheets, when <br /> 12 required, are included in the Contract Plans. The Contracting Agency TESC plan will not <br /> 13 include off-site areas used to directly support construction activity. <br /> 14 <br /> 15 The Contractor shall either adopt the TESC Plan in the Contract or develop a new TESC <br /> 16 Plan. If the Contractor adopts the Contracting Agency TESC Plan, the Contractor shall <br /> 17 modify the TESC Plan to meet the Contractor's schedule, method of construction, and to <br /> 18 include off-site areas that will be used to directly support construction activity such as <br /> 19 equipment staging yards, material storage areas, or borrow areas. Contractor TESC <br /> 20 Plans shall include all high visibility fence delineation shown on the Contracting Agency <br /> 21 Contract Plans. All TESC Plans shall meet the requirements of the current edition of the <br /> 22 WSDOT Temporary Erosion and Sediment Control Manual M 3109 and be adaptively <br /> I23 managed as needed throughout construction based on site inspections and discharge <br /> 24 samples to maintain compliance with the CSWGP. The Contractor shall develop a <br /> 25 schedule for implementation of the TESC work and incorporate it into the Contractor's <br /> I 26 progress schedule. <br /> 27 <br /> 28 The Contractor shall submit their TESC Plan (either the adopted plan or new plan) and <br /> I <br /> 29 <br /> 30 implementation schedule as Type 2 Working Drawings. At the request of the Engineer, <br /> updated TESC Plans shall be submitted as Type 1 Working Drawings. <br /> 31 <br /> I 32 8-01.3(1)B Erosion and Sediment Control (ESC) Lead <br /> 33 This section is revised to read: <br /> 34 <br /> I 35 The Contractor shall identify the ESC Lead at the preconstruction discussions and in the <br /> 36 TESC Plan. The ESC Lead shall have, for the life of the Contract, a current Certificate of <br /> 37 Training in Construction Site Erosion and Sediment Control from a course approved by <br /> 38 the Washington State Department of Ecology. The ESC Lead must be onsite or on call at <br /> 39 all times throughout construction. The ESC Lead shall be listed on the Emergency <br /> 40 Contact List required under Section 1-05.13(1). <br /> 41 <br /> 42 The ESC Lead shall implement the TESC Plan. Implementation shall include, but is not <br /> 43 limited to: <br /> 44 <br /> I 45 1. Installing, adaptively managing, and maintaining temporary erosion and <br /> 46 sediment control BMPs to assure continued performance of their intended <br /> 47 function. Damaged or inadequate BMPs shall be corrected immediately. <br /> I 48 <br /> 49 2. Updating the TESC Plan to reflect current field conditions. <br /> 50 <br /> I <br /> I <br />
